When testing the electrical fence, Walter puts the volt meter on the fence. Both electrodes are on the cyclone fence; so, even if the fence was electrified, the volt meter would not show it. However, the cyclone fence itself was grounded, and would therefore instantly discharge any charge straight to the ground. It could not, therefore, be electrified. See more
