When Rollins introduces herself to Benson, Benson asks if she was the transfer from Dallas, but Rollins quickly corrects her as being transferred from Atlanta. Detectives or any officer above a patrol level cannot "transfer in" to a police department from another city. While this is commonly shown as happening on police shows, in fact the only law enforcement position ever filled laterally by an outsider on occasion is the chief. All others are promoted from within, and must meet police standards for the state in which they work. Odafin 'Fin' Tutuola: She did whatever she had to do to get asylum.
Olivia Benson: Maybe. Her testimony about the gang rape... you know, it's one thing to be consistent, it's another to quote verbatim.
Odafin 'Fin' Tutuola: Everybody's ripping into her. What's up with you? You telling me you don't think he's good for it?
