On entering the wreck Emma uses her lead shoes to go to the bottom, the weight of the shoes pulling her down. Once inside the wreck she swims forward while maintaining a level position, which is only possible on a neutral buoyancy, yet the lead shoes would still pull her feet down. However, once underwater Emma's magical ability with air allows her to control her buoyancy - even raise an entire ship - and is why (when she's back on dry land) Emma can't use air itself to control her buoyancy in the atmosphere.
