I think the most I've ever seen him do in these movies is lead them to where the underwater city is. That's it. Everything else is either getting himself in trouble or getting other people in trouble. And then, SOMEHOW, this guy gets a position of government. Though I guess that makes sense: saying nothing but garbage, being terrified of people and yet never listening to what they have to say... Yep, that adds up.
