Will travels to Washington with his director, Truxton Spangler, as they visit their various government clients. In an age of budget cuts and limited funding, they want to remind their clients that intelligence is only information until it is analyzed and assessed. They also remind them - not too subtly on occasion - that they remember their friends. Will is still working on learning more about the coded list of names David left him. Back at the office, Will's team must complete an analysis that will recommend, or not, the assassination of a known terrorist. The key to their determination is whether he is a direct threat to the United States and their recommendation must be unanimous. Katherine meanwhile learns that her friend James Wheeler has lied to her.
