At the seaside home of a drug dealer in Malibu, California, near Los Angeles, three masked intruders steal a large sum of money; two men die; the thieves arrive from the sea and return to it; video footage suggests a military background; the Los Angeles PD requests help from the NCIS; Director Vance refers the case to the NCIS Office of Special Projects in Los Angeles. Sam recognizes SEALs and identifies one of them as Senior Chief Petty Officer Holgate; Nate says that Holgate is on temporary additional duty to a federal joint task force in Los Angeles; Sam and Callen visit the federal building, and Sam sees Holgate. The team learn that one of the dead was an undercover cop of the LAPD; the body of the fourth member of the SEAL team washes ashore nearby; Sam chats with a second undercover LAPD cop. Sam and the gang find the missing people and missing pieces and figure out everything; then they make a plan, carry it out, and grab the "baddest" guy of all.
