Goofs
Kersey appears to be using Propofol as a local anesthetic, and refers to it "wearing off". Besides the obvious question of why issue pain relief to someone you are going to torture, propofol renders the patient unconscious for a medical procedure and "wearing off" means the patient is regaining consciousness. They got the color, but not the pharmacological effects, correct. See more »

The US version removes some dialogue about F-1 firearms in the gun shop scene. It also removes a line in the conclusion, saying Chicago's crime rate has dropped for the first time in a year. These are present in non-US releases. See more »
This is an old-school revenge flick with gratuitous violence. Nothing more, nothing less. By no means does it deserve the horrible reviews; most of them are down to politics. Rating a movie badly due to something as "timing" does not make sense to me.
While I would not call it a must-see, it's definitely worth a 100 or so minutes on Netflix or whatever. Do watch it if you're a Bruce Willis fan.
