This has to be one the worst movies I have ever seen in my entire life. And I usually try not to rate 1 to movies because of the effort; but this one earned it easily.
The movie was 88 minutes long and I finished it in 10 minutes on fast forward and I still got the whole story.
Acting; bad Story; bad Cinematography; bad Suspense; none.
Avoid at all costs.

This really is poorly made garbage. I'll grant that the masked stalker is somewhat creepy but that's all that can be said in a positive light for this movie. It exudes an air of cheapness and the interminable scenes set to music are by far the worst scenes I've seen in years. The songs are absolutely insipid, cookie-cutter pop music tripe like something you'd get on a cd sampler with your newly purchased knockoff brand stereo system...as performed by knockoff musicians who whine rather than sing.
I wouold say that this low budget horror movie has its heart in the right place (no offense to the wrong or left place). But it also has quite a few issues that might or might not bother you while you watch it. The pacing of the movie is one of them, the predictability the other one. And the ending will either remedy most of those things or it will just feel like an add on.
The deleted scenes contain a couple of things that would have made certain scenes better. It is nice to see a Horror legend like Caroline Williams, even more so by tackling something she probably isn't that familiar with. The gimmick with the vision and sound works only to a degree and is more an obstacle overall unfortunately. Still I have seen worse movies, even if this drags a lot and feels like it is too long while the running time does not suggest it

On a visual level, Blind is next to perfect. There are great production values (the Hollywood Hills house is beautiful), the filmmaking team seems to know their way around a camera, and it's filled with bright, eye-popping color.
Unfortunately, that's where the praise for this film will end. The script is a mess and the acting isn't much better although it's nice seeing Caroline Williams from Texas Chainsaw Massacre 2 again and she does ok with what she's given. There are too many unanswered questions that kept taking me out of the film. The story keeps crawling to a halt to give us scene after scene of this creepy guy in a mask (the mask is one of the other high points of the film) watching the lead character through her windows for what seems like an eternity.

A blind actress gets stalked by someone wearing a creepy mask in her secluded home far up in the hills of Hollywood.
Blind obviously takes a few cues from Wait Until Dark with its blind leading lady being menaced by a psycho and many of the stalk scenes featuring the masked killer peering into the heroine's full length glass doors call to mind Halloween. Despite a decent visual style and somewhat higher than usual production values, the story isn't very gripping and some of the acting is so bad it pulls you out of the film when it should be drawing you in. The killer is also such a blank mystery that you wonder what his problem is. Even Michael Myers had some past or history. The killer does have a striking mask at the very least.
