The prison cell is not how a serial murderer would be held, and is clearly engineered to facilitate the series' plot points. A tether would prevent the inmate from changing clothes or using a restroom, if there was even one within reach of the tether. And the evidence of his crimes (the journals) certainly wouldn't be in the cell. See more »
