How exactly does a film show potential? it is either good, bad or indifferent. A film cannot grow, it cannot evolve, it cannot "show potential"

We (the collective people) need to petition IMDb to have a vote system where we can vote off obvious shill reviews, reviews that are done by participants or promoters of the film being reviewed.

I am SO SICK of college project films being heralded as the next "Citizen Kane" or as in this instance.. having "potential".
