What we have here is a pretty tense scenario as a terrorist who possesses an earthquake making device uses it to attack a city and leave an international conference stranded deep under the sea. lucas surprisingly takes a key role here and gets to do far more than usual, even addressing the conference before becoming key to their survival. scheider gets a fair bit of physical action, mounting a daring rescue attempt of a kind usually expected from bid budget hollywood action movies. it gives him more to do than arguing with his superiors or the latest nutcase, although he gets to meet the man behind the terror at one point.
