When an old Volkswagen Van is found in the river and in it is a body. The body is identified as that of a student radical who went missing over 20 years ago. But a more in depth investigation reveals that the radical was actually an undercover cop sent to infiltrate radical groups. And they also learn he was instructed by his commanding officer to make them commit acts that are criminal. Eventually they learn that a security guard at the college he went to, is the killer. But he feigns senility but it's probably an act. Written by

A.D.A. Abbie Carmichael: I *was* born when the World Trade Center was bombed and the cops wouldn't have caught those people without undercover work.
Jack McCoy: I'm not saying it's never justified.
A.D.A. Abbie Carmichael: No, you just seem to think you get to decide.
