Detectives Briscoe and Curtis investigate the shooting death of Doug Bender who is found in the trunk of his car that had been towed by the parking authority. He had been shot at point blank range by a 9 mm pistol. Bender had been convicted of grand theft auto but was out on parole. His wife Millie says he has had a job since his release and has stayed away from criminal elements, something that is confirmed by his parole officer. The police learn that Millie Bender's brother, Max Sheridan, is on the run from criminal charges in Georgia and they suspect he may have contacted his brother-in-law to hijack a truck. The detectives biggest problem is having to deal with two bail bondsmen - bounty hunters - who are after Sheridan for skipping bail. They're not very helpful and when they kill Millie Bender, her baby sitter and put Max Sheridan in the hospital, ADA McCoy decides to charge them with murder and thereby challenges the very broad authority bail bondsmen have in the US.
