A visiting American policeman, Robert Kroeger, is sent to Australia to try and find a link in a drug smuggling racket. Det. SGT. Harry White goes to Canberra to investigate the murder of a Melbourne drug addict whose body was found in lake Burly Griffin. Kroeger accompanies him, as the Australian Capital Territory is worried the authorities because of it's growing use of drugs. Detectives back in Melbourne identify the murderer and follow his movements until they locate the drug ring and find how it is shipping heroin to the West Coast of the United States.
