Storyline

A visiting American policeman, Robert Kroeger, is sent to Australia to try and find a link in a drug smuggling racket. Det. SGT. Harry White goes to Canberra to investigate the murder of a Melbourne drug addict whose body was found in lake Burly Griffin. Kroeger accompanies him, as the Australian Capital Territory is worried the authorities because of it's growing use of drugs.
