- Two men, Crocker () and Hall (), rob the home of a deaf woman, Valerie, attacking her when she discovers them. Later, they break into the home of another deaf couple, Jackie () and Ron (), who are celebrating their engagement. Ron manages to pull off one of their masks before they steal Jackie's ring and escape. A friend of theirs, David (), a hearing man who volunteers at a center for the deaf, comes to their home and helps translate for the police. Jackie says that they are the fifth in a two-month series of break-in robberies of deaf people's homes, growing more upset when she learns that Valerie had a heart attack during her attack. She notices an ad in the paper and calls McCall (), and when they meet she tells him the story of the attack. Ron, however, mistrusts McCall, assuming he is only out to take their money and refusing to believe McCalls assurance that he merely wants to help. Elsewhere, Crocker and Hall debate whether they should have killed Ron and Jackie, as they can identify them, and it is revealed that they are working for David, who says that he purposefully mistranslated Ron's description of them to the police so that they can continue their crime spree.
McCall goes with Jackie to the center for the deaf, where they learn that Valerie has died. McCall recruits Mickey (), who says that the employees of the center all check out, except for David, whose resume is suspicious. Jackie and Ron, observed by Hall, have an argument about living solely in the deaf world versus living out on their own once they are married. When McCall meets with Jackie again, he tells her that despite the ignorance of some hearing people towards the deaf, "most people care" about helping others. When she mentions David, McCall is startled to hear that he was involved in relaying Ron's statement to the police, and says he needs to talk with Ron immediately. Elsewhere, however, Hall calls Ron on his teletypewriter machine, pretending to be Jackie, asking to meet at the marina. When Jackie and McCall arrive at the center, they realize what happen and race off to meet him. At the marina, Hall pulls a gun and threatens Ron, but McCall arrives and disarms him. Hall escapes and McCall chases him, but just as the police close in, Hall is shot by Crocker, who gets away. At the police station, McCall tries to tell Lieutenant Brannigan () about the evidence against David, but he says it is all circumstantial, and Jackie and Ron are furious. Mickey provides McCall with further information, and McCall goes to David's office to confront him, saying that he knows about his actions and will stop him.
McCall then meets with Dr. Fineberg (), who gives him a quick lesson in the power of sound frequency, and McCall requests his help with the case. Ron and Jackie, holed up at McCall's apartment, continue their argument about Ron's distrust of the hearing community, with Jackie discouraging his "us and them" outlook and asking how his feelings could affect their future children. Frustrated, Ron heads off to take care of David himself, and Jackie follows. Ron discovers David at his hideout and attacks him, but Crocker soon captures Ron and Jackie. McCall, along with Mickey and Fineberg, stake out the building, and just as David seems ready to kill his prisoners, Fineberg turns on a high-frequency machine that causes objects to shatter around them. McCall, wearing earplugs, arrives in their midst and rescues Ron and Jackie, with David and Crocker incapacitated by the painful sound, which causes temporary deafness. McCall explains that David has a vendetta against the deaf because his father took the stress of his hearing loss out on him when he was young. When Ron threatens to shoot David, McCall tells him not to be like David and to make a better choice, and he changes his mind, leaving David to be arrested. Sometime later, Jackie and Ron are finally married, and they tell McCall that they plan to live on their own but maintain connection with the center, and he offers him his good wishes.
