Marshall and Simon witness a homeless man being attacked by a woman with a ray gun and decide to help him out. Although the man mumbles nonsense and seems fascinated by electronics, the boys suspect that there's more to him than that and perhaps he's not as crazy as everyone believes. But things get really weird when they turn on the strange contraption the man was making.

This episode is an extended critique of (allegedly) brainless people in American politics. Giving details would cross into the area of Plot Spoilers. Suffice to say, the script mentions a number of Republicans of the early 1990s and, after establishing the term "Liberal" early on, Marshall and Simon find a "Bush/Quayle 88" bumper sticker in a homeless man's shopping cart, prompting Marshall to quip, "Well, at least we know he's not a Liberal." Later, we hear that evil Eunice once negotiated a multi-million-dollar plot orchestrated by Ed Meese to steal the 1980 election, "by pumping MacGyver's brain into Ronald Reagan, thereby quadrupling his IQ".
