- In 1974 Upstate New York, young Thaddeus Sivana (Mark Strong) is riding in a car with his abusive father and elder brother Sid during a snowstorm and is mocked and verbally harassed by them constantly. Sivana is transported to the Rock of Eternity, a magical temple hidden in another dimension. He meets the ancient wizard Shazam (Djimon Hounsou), the last of the Council of Seven Wizards, who has spent centuries searching for a new champion who is "pure of heart" after the previous champion went mad, releasing the Seven Deadly Sins upon the world.
Thaddeus is tempted by the Sins (Pride, Greed, Lust, Envy, Gluttony, Wrath, and Sloth), entrapped in statues. Put to a test to see if he is pure of heart, Sivana attempts to touch the eye of envy, failing the test and is deemed unworthy and banished back to Earth. Thaddeus's frustration and confusion leads to a car crash, resulting in his father becoming paralyzed from the waist down and even more resentful towards him. The Sins send Thaddeus a message via his 8-Ball toy, telling him to find them.
A few years before the present, Billy is at a carnival with his mother, who plays darts in vain to get a tiger. Afterwards, Billy loses a pendant ball he has and chases after it, separating from his mother. Lost, he is picked up by police who gets him to a foster home.
In present-day Philadelphia, 14-year-old foster kid Billy Batson (Asher Angel) is a troubled orphan boy. Billy runs afoul of the law while searching for his birth mother, whom he has been seeking ever since being separated from her at a carnival ten years ago. He locks some police officers in a store to use their computer to try to locate his mother but is unsuccessful.
A social worker places Billy in a group home run by Víctor and Rosa Vásquez with five other foster children including Mary Bromfield (Grace Fulton) Billy's foster sister at his new home, the "den mother" who helps take care of the other kids and is debating attending college in California, Pedro Pena (Jovan Armand) Billy's foster brother at his new home, a shy, sensitive kid who has trouble opening up, Eugene Choi (Ian Chen) Billy's foster brother at his new home, an obsessive gaming enthusiast and budding techie, Darla Dudley (Faithe Herman) Billy's youngest foster sibling at his new home, an energetic and effusive little girl and Freddy Freeman (Jack Dylan Grazer) Billy's foster brother and best friend, a disabled, nerdy superhero enthusiast who is the only person who knows that he is Shazam, a superhero enthusiast.
Meanwhile, Sivana spent his life trying to unlock the secret to return to the Rock of Eternity. Sivana is now physicist who had grown up as an outcast in his wealthy family. In the office building of Sivana Industries, a woman tells a doctor about her experience and shares a video. Sivana takes the video to his office where he had a project that tracked people who had similar sightings around the word, and the video enabled him to find access to the wizard's lair. He uses the symbols to access the lair. At the Rock of Eternity, he steals the Eye of Sin, becoming the Sins' vessel when the Eye fuses itself with his body and overpowers the wizard. Dr Sivana barges into a corporate meeting hosted by his brother and father, who had lost his legs in the accident from the night in 1974. A confrontation between the siblings results in Sivana throwing his brother out of the window and showing off the sins in his eyes, slaughtering everyone in the room, including his father.
At school, Billy saves Freddy from bullies and is chased into a subway, where he is summoned by Shazam and chosen as his new "Champion of Eternity". Given powers by an ancient wizard, he transforms into an adult Champion Shazam (Zachary Levi) with superpowers when he yells the sorcerer's name. Batson is chosen as the new Champion, eons after the Council of Eternity selected another hero, who eventually killed all of the Council except for Shazam.
These powers include: the Wisdom of Solomon, the superhuman Strength of Hercules, the superhuman Stamina of Atlas (near-limitless resilience), the Powers of Zeus (lightning control and magical resistance), the courage of Achilles (and near indestructibility), and the superhuman speed of Mercury (which also provides flight).
Thanking Billy, the wizard turns to dust, leaving behind his staff. Returning home, Billy and Freddy explore the extent of his newfound powers such as electricity manipulation, invulnerability, superhuman strength, speed and flight. By saying "Shazam" again, he can transform back into his normal body. Freddy's videos of Shazam testing his powers become a viral sensation, and Billy begins skipping school to use his powers for money and fame in Shazam form.
They walk through a mall where they use the lightning ability to charge people's cell phones, get sodas for free, attempt to purchase a lair from a real estate agent, and going to a strip club. He comes out and says we need more money. They go to an ATM, zapping it and taking some of the money, using it to purchase merchandise. He gets into an argument with Freddy after accidentally endangering, then saving a bus full of people. Seeing Shazam's champion save a bus on the news, Sivana easily defeats him and demands he surrender his powers. Billy discovers he can fly and escapes. Sivana hunts him down, but Shazam transforms back into Billy and runs. From the news, Sivana deduces Billy's identity and abducts Freddy to find Billy.
At the Vazquez home, the other children also deduce Billy's secret and tell him they have found his mother, who lives nearby. He learns his biological mother's location and visits her, only to be heartbroken upon learning she abandoned him at the carnival on purpose after feeling inadequate as a teenage mother and no longer wanting him in her life. Controlling his emotions in the face of the heartbreaking reality that his stubborn years-long search for his mother was for nothing, Billy quietly reassures his mother that he is fine, but he has to return to his real family. However, Billy gives his mother the key-chain compass she gave him years ago with a comment mixed with regret, resentment and understanding about her, "You might need it more than me."
Sivana calls Billy, having taken his foster siblings' hostage, and Billy as Shazam agrees to give Sivana his powers to spare his family's lives. Sivana and Shazam travel to the Rock of Eternity, where Sivana takes the wizard's staff, but the siblings follow and attack Sivana. Shazam uses the distraction to stun Sivana, and they realize that Sivana loses his powers when all Seven Sins leave his body.
Sivana pursues Shazam and his siblings to a winter carnival, unleashing the Sins upon the crowd. As Wrath battles Shazam, the other sins capture his family, demanding his powers. As Sivana recalls the sins, Shazam takes the staff and stuns Sivana. Remembering the Wizard's words, Billy uses the staff to share his powers, transforming his siblings into adult superheroes like him. As Shazam breaks the staff and battles Sivana, his siblings distract the Sins. Shazam baits Envy out of Sivana's body, leaving Sivana powerless, and takes back the Eye of Sin, recapturing the Sins.
Billy and his family are hailed as heroes, and Billy embraces his foster parents and siblings as his true family. Returning The Eye, Billy and siblings realize the Rock of Eternity can be their new lair. Later, Billy arrives at school in his Shazam form to have lunch with his siblings, revealing he has invited Superman.
Sivana in a prison cell doodling the symbols all over the wall in a futile effort to reopen the portal until he's interrupted by the alien caterpillar, Mister Mind, who tells him of the pillars of evil that will come together. Meanwhile, Freddy tests whether Shazam's champion form has fish telepathy like Aquaman, which Billy dismisses as stupid.
