The screenplay for Flushed Away was jointly written by English writing partners Dick Clement and Ian La Frenais, and American screenwriters Christopher Lloyd, Joe Keenan, and William Davies. The film's original concept involved pirates, which is how it was first pitched to DreamWorks in 2000. However, Aardman Animations felt there was no market for pirate movies (this was before Pirates of the Caribbean), so the writers were forced to change the original concept.
The directors explain in the commentary that they wanted to have a scarred henchman, so they thought up Thimblenose Ted. Specifically, he lost it in what they termed "a lawnmower accident." However, according to them, Ted lies and says it was lost in a knife fight.
