This video is actually from around 1987. Why would I know such a thing? I used to teach driver education and this was one of the seat belt videos we used to show to classes. It uses quite a few stars, however, many would be almost unrecognizable to todays under-25 crowd. Even Alyssa Milano is in it, however, she's about 13 in the video.
