This was originally produced for the Mutuscope, the 'peep show' machine in which you looked into a box and saw a flip-card production flash before your eyes. Although such machines were common at the end of the 19th and beginning of the 20th centuries -- and can still be found -- they had a tawdry reputation and movies like this are why: it is, after all, a short of of belly dancer, even if the lady's midriff is fully covered.
Today it is mostly interesting as a curiosity and because the company that made it was the American Mutuscope company. It later merged with Bioscope and, as the American Mutuscope & Biograph Company was where D.W. Griffith spent his first six years as director and changed the film industry forever.
