#### Incorrectly regarded as goofs

When Gracie visits Eric at the pool, the depth indicators seem to be incorrect. While at first glance they look like "3 FT = 9 M", there is actually a decimal point, "3 FT = .9 M", which is correct (3 feet equals exactly .9144 meters, but close enough).

#### Anachronisms

In the opening of the movie the actress playing Young Grace still has her baby teeth, which would make her between 6-8 years old. The date is shown as 1982. Later in the movie when Matthews is trying to find a female agent to go undercover and they bring up Hart, you see her birth date to be 2.11.1969. That would have made the child at the beginning of the movie 13 years of age.

#### Audio/visual unsynchronised

When Gracie begins her "talent", one of the wine glasses is tuned to the wrong pitch, so she drinks from it and lowers it to the correct pitch. Lowering the water level in a wine glass raises the pitch of the note it plays when the rim is rubbed.
When Gracie is giving her final interview, the audio says, "I would take them out." But, the visual very clearly shows her saying, "I would take them down."
When Eric is trying to convince Gracie to do the pageant in the beginning in the gym, he says, "It wouldn't be like that. You'd be an important member of the undercover team." She says, "Yeah, in a thong." After she says that you can clearly see that in the next shot where she is kicking the dummy in the head that she is saying thong again.
At the pageant in front of the Alamo, Cheryl performs with the batons and it is a marching band, almost like a tape or CD playing, but the men in the background are playing electric guitars, only there are none playing. The sound does not match the instruments supposedly being played.
While describing Miss Rhode Island during the Top 5, Kathy continues to say, "with a minor in elementary particles" however when Kathy can be seen on the live feed of the jumbo-tron onstage, she is just smiling and not saying those words.
The winner is being announced and when Stan says, "Which means our new Miss United States..." his mouth movements are slower than the audio of his voice. Then when he sings, "She's beauty and she's grace," in the aerial shot of him, he's smiling, not singing.
When the final five contestants are being interviewed and Gracie does her 'if anyone hurts one of my new friends' speech, you can see that she says, "I will take them down," but it has been dubbed over so she says, "I will take them out."
As the contestants walk off stage in their swimsuits during the pageant, we hear the choreographer, Scott Grossman, say to some of them, "Good job. Good job." However, it's obvious that his mouth is not actually saying those words.
Before Gracie's self defense talent performance, she's standing with Vic and Matthews. The Pageant Matron sticks her face between the curtains and in the close-up says, "Oh here you are, you're up next." In the next wide shot we hear her continue to say, "New Jersey," however looking at her lips she's really saying, "You're up next," once again.
When Gracie discovers that the contestants 'drank her talent', she licks her finger and runs it on the glass making the first note, but there is another note heard when she has her finger at her mouth again to lick it.

#### Character error

When the "top ten" finalists are announced, there are only seven names called.
Throughout the entire movie Miss California is known as Leslie Davis but when she's called as one of the top five finalists, Stan calls her Leslie Williams.
When the Russian appears to be choking, Gracie says twice "he's turning purple", implying that he is not able to breathe. However, throughout the scene he makes sounds, which could not happen if he was not getting air. (The Heimlich maneuver should only be used if the victim can't make any sound at all.) In any case, the airway of an adult man is too large to be obstructed by a peanut. Possibly the filmmakers intended the Russian to be faking it, and Gracie to be mistaken about everything, not just her course of action but also the reason for it.
During the swimsuit competition, when Stan calls Rhode Island's name, you can see California on deck to be called next, but Stan immediately skips to New Jersey.
At the first night of the pageant, when Gracie and Cheryl share a hot chocolate in Gracie's room, Gracie's roommate sits up in bed and claims she's "in the middle of a REM cycle". REM stands for Rapid Eye Movement, which is generally the deepest part of a sleep cycle where we dream. To wake up from that she would be unlikely to be so coherent and alert.
In the first scene that shows the bomb maker at work, little circuit boards designed specifically to help solder to integrated circuits are on his desk. Yet the camera then moves to show him doing it the hard way under a magnifying glass with bare wires. He's got the boards right there under his nose and yet doesn't use them.

#### Continuity

Miss Ohio is played by two very different-looking actresses.
Cheryl hits Gracie with the roses and all the petals fly off. After Gracie steals the crown off Cheryl's head, Cheryl hits Gracie with the roses again, but some of the roses have reappeared.
When Gracie enters the dressing room in her swimsuit she has a towel wrapped around her, covering the pin, but the men are able to see the dressing room on their monitor.
When Miss Rhode Island is doing her flaming baton routine, the batons are clearly scorched black, but when her routine is over they appear unscorched, without having been extinguished.
When Gracie is coming out of the hangar after her makeover Eric is seen leaning on the car, and when the shot is seen from his back we can see him standing away from the car. In the next scene he is again resting against the car and he again stands away from it.
When Gracie jumps out at the guy who has the gun at the talent portion of the contest, she doesn't hit the table of water glasses, but in the news coverage it shows her bumping the table as she runs to jump on the cowboy who was just lighting a cigarette.
When walking on stage for the swimsuit scene, Gracie is seen stepping off a couple of seconds too soon. The shot is then cut and Gracie is seen stepping off from her position again.
When about to go onstage for the top ten finalists, one of the girls puts curlers into Gracie's hair; when she comes out onstage, her hair is perfectly straight.
The Steadicam operator, who's standing on the front part of the stage during the finale, disappears and reappears between shots.
When Gracie is answering her question on the one most important thing our society needs, Stan is to her right. But when she leaves the stage he is to her left.
When Gracie trips and falls onstage, her hair is caught in her liberty crown. The next shot has her hair neatly groomed.
When Gracie is practicing walking down the stairs in her dress in the middle of the night, she pulls out all of the weapons from under her dress. As she is doing this, her shawl is alternately on/off her shoulders several times.
When Grace and Eric meet with the pageant representatives, Ms. Morningside stands to defend the program against being labeled a beauty contest. The reflection in the contestant photos behind her shows Grace and Eric standing but then in the next shot they rise from their chairs.
At the orientation breakfast, Gracie only spreads some of the cream cheese on her bagel, yet when talking to Hawaii, it is neatly spread all over the bagel.

This is because Gracie continues to spread cream cheese on the bagel as the other girls talk/argue. You can see this action through the floral centerpiece.
When Victor says he is leaving, and Gracie is in his room, and he gets toilet paper from the bathroom, the toilet paper changes from his hand from underneath his arm.
In the club, when Gracie is trying to get Cheryl to confess if she's done anything illegal, the paint spots on Cheryl's right cheek disappear and reappear.
When Gracie and Eric first meet Victor in the restaurant, Victor's hand jumps on and off of Eric's shoulder.
While Gracie is waiting to be announced as a "top 5" finalist the camera flashes to her three times. Cheryl, Miss Rhode Island, who was already announced, appears and disappears in the line-up.
When Gracie Hart is trying to tell Eric Matthews that she thinks she's cracked the ransom note's cryptic message, ("It's the Miss United States Pageant") you see a corsage hanging from her blazer. The appearance of the corsage is never explained and it disappears as quickly as it is shown. If you watch the movie's deleted scenes, you'll see that she attends her father's wedding ceremony, which was edited out of the final cut of the film. She wears a corsage in this scene.
At the orientation breakfast, when Stan Fields begins to speak, a very blonde Miss Arkansas moves between the very front table and the very back table in the subsequent cuts.
The position of the microwave door when Gracie is heating up her TV dinner at the beginning of the movie.
Gracie's pizza slice changes size randomly between shots.
After Gracie kicks her quilt when she is angry in her flat, the quilt changes positions in different shots.
The clocks in the background of the police station which show times around the world jump 15 minutes when Eric says "So who's buying me lunch?"
When Miss Rhode Island comes to Gracie's door with the hot chocolate, as Gracie first opens the door, the thermos cap is obviously not screwed tightly enough. As the two talk to the door, the cap switches to being tightly closed and stays that way.
At the end of the film when Miss Rhode Island is crowned Gracie tries to take the crown from her. Miss Rhode Island beats her with her bouquet of roses. All of the blossoms are knocked off of the stems. A few seconds later when Gracie is fighting Miss Texas the blossoms are back on the roses that Cheryl, Miss Rhode Island is holding.
As McDonald leaves the FBI briefing room, after Matthews is put in charge, in the first wide shot as Gracie stands up to follow McDonald, the four clocks on the wall are seen. In the subsequent close-up, as she follows McDonald out, the clocks are seen again and there is a VERY big difference in the times shown in both shots.
After Miss Rhode Island does the fire baton act when she is backstage again the ends of the baton are white again even though they were black when they went out.
In the dressing room as Vic and Gracie are talking before Gracie is pushed on stage for the swimsuit preliminary, Gracie is wearing the flag minicam on her New Jersey sash. While on stage during the swimsuit prelim., the flag minicam is NOT on her Jersey sash. She did NOT take it off.
Backstage Vic pulls off Gracie's towel and pushes her onstage. In the next wide shot we see a boat riding past the stage, and the boat's operator is wearing a blue shirt. In the next close-up of that boat operator, his shirt is white.
When Grace and Eric are at Kathy's office telling her the plan, after Stan says, "Was that her?" you can see Eric taking the glass of water, but in the next shot you see the glass still on the table, with more water in it than before.
In the preliminary interview Gracie is on the left hand side of Stan Fields and then when she finishes her questions and hands the microphone back to him she is on his right side.
When Miss Rhode Island takes the hot chocolate to Gracie's room, the number on the door is 103. When Gracie goes to Victor's room later in the movie, it is also room 103. (The script writer points it out in his commentary with Sandra Bullock on the DVD.)
At the end when Gracie is talking to Kathy Morningside in the police car as she is arresting her, Kathy's hair is messy and hanging over her face for the first few shots. Then when the car drives off, her hair is perfectly straight and neat. How could she fix it up when her hands are cuffed behind her back?
After Gracie is given the title of Miss Congeniality, Miss Texas (with her broken nose) and some others go up to hug her. As Miss Texas is hugging Gracie up at the podium in the first shot, the very next shot is a close-up of Victor and Matthews in the 'audience', and seen right in front of them in the audience is Miss Texas.
Gracie and Matthews have a meeting with Kathy Morningside (Candice) and Stan Fields (Shatner) in her office to discuss Gracie's upcoming undercover work. In the 1st shot, Kathy stands up in front of a picture of a previous Miss United States and the reflection in the glass behind Kathy shows Stan, Matthews and Gracie standing up as well. Yet, in the 2nd shot, Stan who is still sitting stands up now. Then in the 3rd shot, Matthews and Gracie get up too.
In the scene towards the end of the film, just before Gracie goes on stage for the finale. Kathy Morningside is trying to open a bottle of pills backstage. She can't open the bottle so shouts for Frank. However instead of calling Frank, she shouts 'Ste..' and then corrects it to 'Frank'. I would imagine this is because Frank Tobin's real name is Steve Monroe.
When Gracie arrives at the hotel after her makeover, she and Victor get out of the taxi cab. She is not wearing her State name sash. But cut to the next shot and you will see that the sash is on over her right shoulder.
At the orientation breakfast, Cheryl, Miss Rhode Island introduces Gracie to the other contestants including Miss California, and calls her Leslie Davis. However, when the five finalists are announced, she's the first one called and Stan says, "California. Leslie Williams is a music major..."
While Gracie and Cheryl are talking in Gracie's hotel room, the telephone on the nightstand between the two beds is on the right side of the lamp, and Miss Texas is lying down with the burgundy robe over her matching nightgown. When Gracie gets into bed, in this shot the telephone is now on the left side of the lamp and Miss Texas doesn't have the robe on.
At the bar, in the close-up Gracie spills ketchup on the side of the Citizen memo and the paper isn't wrinkled, but when Matthews walks in, the paper is wrinkled and stained all over. Matthews then introduces Beth to Gracie and Beth's hair at her shoulders changes throughout this scene, as does the bow on her shirt. Matthews' shirt collar changes too.
As a young girl in 1984 Gracie looks about 7 or 8. Later when the FBI agents are looking for someone to go undercover at the beauty contest they bring up Gracie's file on their computer screen. If you look at the box on the lower left side you will see her date of birth. She was born in 1968. In my reckoning that would make her 16 years old NOT 7 or 8.
In her apartment, Gracie drops her bags down, trips near her bed and starts kicking it. The blanket's on the floor in front of the doorway as she heads into the kitchen, which is bright. In the next shot from her front, as she walks towards the kitchen, which is now very dark, the blanket's now on the side of the bed. Also, there's a wicker basket with clothes on the corner of the rug now and her black bag that she dropped earlier is positioned quite differently.
When they are having pizza and beer at the club, Miss California puts her slice down on the silver pie platter on the table as Gracie and Cheryl take a seat. In the shot from behind Miss Texas the pie platter is seen again and the arrangement of the slices is different on the platter. Also when Hart says, "We'll stay here", and in this front shot she takes a bite of her slice and Cheryl picks up a new slice and takes a bite out of hers. In the back shot, Cheryl picks up a new slice and takes a bite again.
Just after agent Grant is shot, there is a shot of Ivan and the blonde Russian at the back bar shooting at McDonald and his men. In the second shot McDonald and Clonsky crouch down at the table near the front door and are shooting at the Russians . In the third shot McDonald is still seen crouching and shooting at the Russians, but he's now crouching at the back bar and the Russians are now at the kitchen doorway. Obviously this was edited from a longer sequence.
As Gracie speeds towards Starbucks, we see an the aerial shot of the intersection. There is a large white truck at the corner and there are three yellow taxi cabs waiting at the red light. As the car spins into the U-turn, in these shots there is no white truck, but there is a service truck with a cherry picker at the corner. Then in the close-up of Gracie getting out of the car, there are no yellow cabs, instead there are one brown and two white cars waiting at the still unchanged red light.
At the Laika Restaurant all guns are pointing at Krashow, the choking Russian. Before Gracie says, "Sir, he's turning purple," Krashow's watch reads, 3:30. Yet just after she says that, his watch reads 6:40.
In the first shot as Stan says, "Our new Miss United States is..." Miss Nebraska is between Miss California and Miss Texas. In the second shot as Stan continues, "Rhode Island's Cheryl Frasier," Miss California is in the middle of the other two. Then as Gracie is being pulled away, Miss Nebraska is in the middle again.
When trying to retrieve the audio feed into Gracie's earpiece, in the first shot Clonsky has the female connector in his right hand and male connector in his left hand and puts them together. Yet in the close-up of his hands the female connector is in his left hand and male connector is in his right hand.
At the airport, in the shot from inside the car, Vic, Matthews and Clonsky take their luggage out of the back. One button is closed on Vic's blazer, Matthews has the black duffel in his right hand and the suitcase in his left hand and Clonsky has the blue duffel in his left hand and two other pieces of luggage in his right hand. Yet in the next shot from outside the car, there are now two buttons closed on Vic's blazer, Matthews' luggage switched hands and Clonsky's blue duffel is now in his right hand with one of the pieces of luggage.
At the orientation breakfast as Cheryl says, "I got here three days early," we see a seated Miss Ohio stand up and go hug another contestant. Yet in the next shot, a view on the agents' monitor from Gracie's flag cam shows Miss Ohio staying seated while she hugs the other contestant.
Gracie and Cheryl are at the doorway of the dining hall for the orientation breakfast, and Cheryl says, "Oh look, there's our table," and seen behind them are Miss New Mexico, Miss Utah and Miss Maryland who haven't entered the dining hall. Yet in the next shot showing the dining hall, those three contestants are standing by the podium at the other end of the room, as Gracie and Cheryl enter.
At her apartment, in the close-up Gracie turns on her stereo and we see the table, office chair, plus a cap with an insignia and two video tapes are lying on top of the TV. In the next two wide shots as she boxes, the chair's in a different position, no cap with insignia and no video tapes are on top of the TV.
As young Gracie faces off with the bully, in the front shots her hair is all pulled back, yet in most side shots and also when she says, "Now get outta here," her hair is loose on the sides of her forehead. Her tee shirt collar also changes position within these shots. Also, the red folder and blue binder change position in these shots.
The guy that was only trying to light a cigarette, did not have a cigarette in his mouth until it magically appears right before Grace tackles him.
In the orientation breakfast, Gracie starts to pray, we see Texas bless herself and Vermont & DC stand up. There is then a close up of Texas and she blesses herself again and Vermont & DC once again stand up.
When the agents are at the computer having fun with the Dress Up Sally website, the ketchup stain on Gracie's blouse is much larger now than in the previous shots.
When Vic is packing to leave the hotel, Gracie rummages through the make-up scattered on the table, yet in the following close-up the make-up is arranged differently and the upright lipstick suddenly appears. Also, when Vic walks out of the bathroom, in the close-up he's already way past the doorway, yet in the wide shot he's just coming out of the doorway.
There is a scene where Cheryl is bringing hot chocolate to Gracie. Cheryl knocks, and Gracie looks through the peephole. In this shot, you can see that the hallway is white with a door on the far right. However, when Gracie opens the door, the hallway has changed completely; the walls are now a peachy color and there is a painting on the left.
When Eric tells Vic at the diner, "Totally on the Bureau", Vic puts his hand on Eric's shoulder. In the next shot, we see Vic doing it again.
After Kathy is taken away, Matthews and Gracie are together, surrounded by a crowd and police/fire vehicles. His face, and the back and front of his clothing are covered in black smudges. As soon as she asks, "So, how does it feel?" in these shots all the smudges on his face and clothing are different. The crowd and police/fire vehicles differ too.
While planning their operation, Matthews' watch can be seen as he says, "We've got only 48 hours," and the time reads 1:50. When Clonsky says, "That means we're gonna need all kids of surveillance," Matthews' watch reads 3:45. When Matthews says, "Yeah, yeah. Now I'm thinking," his watch reads 3:00.
The agents burst into Laika Restaurant wet from the rain outside. There is a difference in how wet they are, specifically McDonald, in the wide shots, semi close-ups and close-ups. McDonald's left sleeve also changes position between the semi close-ups and wide shots.
In the wide shot as Victor is boarding the airplane, he answers Matthews' question and the suitcase Vic holds in his left hand has a flap with two straps and buckles on the side facing out. In the subsequent close-up the suitcase is reversed, the flap with two straps and buckles are now facing his leg.
Stan asks Cheryl, "Describe your perfect date," and on stage to Cheryl's left are Miss Wisconsin, Connecticut, Indiana and Illinois. Yet after Gracie turns away, in the wide shot there are another two contestants with the original four to Gracie's left. Also in this wide shot, behind Stan and Cheryl there are contestants lined up in front of the shrubbery, but in the previous close-up as she answers the question, there are no contestants behind them. All are idle onstage during the interviewing.
While performing the water glasses Gracie says, "He's definitely the shooter." The next close-up of gun man shows him standing to the left of yellow shirt man, right in front of the display easel, with a particular crowd around them. Gun man's next shot now shows him behind yellow shirt man and no display easel anywhere. His next shot, once again he's to the left of yellow shirt man, in front of the display easel and a man with a stetson and a dark blue denim shirt sits there. Next shot, the display easel and denim shirt man are gone. In the next side wide shots, the display easel is back.
During the 'One in a Million' opening performance of the pageant, while the contestants are dancing, in the shots behind the ladies the steadycam operator is seen at the front runway. Yet in the front shot, in between the back shots, the entire runway is seen, including the luminous edge bulbs, and the steadycam operator is not there.
While having pizza and beer at the club, Gracie says, "Don't worry about that, we all sucked." In every front shot, Gracie's hair is hanging down the sides of her face, but in the next five side shots, her hair's tucked behind her left ear. Then in the rest of the shots her hair is tucked behind her left hair in all shots.
At the talent preliminary held at the Alamo, while Stan says his intro there is a back shot of the audience in front of him with the judges station seen. After Stan shakes his hips a front shot of the audience is seen. The position of the judges' station is very different in both shots, as well as the audience.
While Gracie is performing with her water glasses, Kathy tells Victor, "I thought I made it very clear you were responsible for making her look credible Victor." However on the Region 1 DVD, the subtitles say, "I thought I made it very clear you WEREN'T responsible for making her credible."
Stan announces, "Swimsuit Preliminary accounts for 15%..." and the contestants are seen on stage. Miss NY to the left of the screen and Miss California and Miss Texas to the right of the screen, are walking towards center stage where Miss West Virginia is. Yet in the next shot backstage in the dressing room all four of those contestants are seen backstage with Gracie.
Gracie, Matthews and the rest are planning their operation, and as Harris says, "It's a logistical nightmare," in the close-up Gracie's second blouse button is open. As she walks towards the table, it's closed. In the close-up she says, "...prelims or maybe a TV broadcast," it's open. In the next shot it's closed again. Then when Matthews says, "I got just the girl," that button is open yet again.
When Frank throws the real Miss United States crown into the sink we see where it lands is very visible. In the next shot when Frank is taking the "bomb crown" out of the box, look in the sink and the crown has gone.
Matthews and Clonsky are in the agents' hotel surveillance room. In the shots facing the monitors, the equipment near the small monitor sits higher than that monitor and there is no equipment on the TV. In the shots facing the agents, the equipment near the small monitor sits lower and closer to that monitor and there is electronic equipment on top of the TV.
As Matthews and Gracie go at each other on the mat, they have each other pinned. He has her face between his crossed feet. In the close-up she says, "Alright let's just suspend reality for a second and pretend I said yes..." The laces on his sneakers/trainers are tied very differently in the close-up than in the previous and following wide shots.
When Ivan, Krashow and the other Russian sit, the unoccupied table between them and Gracie is seen. That table is seen again when the waitress walks over to pick up the tip and clear it. The position of the utensils, used napkins, etc., are different in both shots. This is before she touches any dishes. Also, on the table that Krashow leans on as he's choking we see the bread off the board, and the knife under the napkin, but in the next close-up of the table, the bread is on the board with the knife under the loaf.
After Cheryl's fire batons performance she runs off stage and hugs Gracie. In the first shot while hugging, she's holding her batons in her left hand and she puts her right hand up to her mouth. However in the subsequent shot Cheryl's left hand is near her mouth and she's holding her batons in her right hand.
When Gracie is leaping off stage after yelling, "Gun! Gun! Everybody down!" there are two wide side shots of the leap. Those shots are one sequence that was split to put the close-up in the middle. In the 1st, her hand is already on the shoulder of the man in the yellow shirt. Then there's a close-up of Vic's, Kathy's, and Stan's reaction to the leap, but their eyes are still in the air facing towards the stage as we see Gracie flying past their faces. In the 2nd wide shot, she's back to where she was in the 1st shot.
Matthews is sitting with other agents in front of the monitor as Gracie first arrives with the other contestants to the orientation breakfast. In every front view of the monitor, as we see the video feed from Gracie, there are videotapes surrounding the monitor. Yet in all of the back views of the monitor, it's right up against other electronic items.
In the Laika Restaurant, standing at the back bar, Jerry holds a gun on Ivan's Russian bodyguard with the yellow shirt, seen when McDonald and his men burst into the restaurant. There's a male customer crouched down at Jerry's feet. While Gracie says, "You're not killing anyone, you peanut eating ..." the bar is visible behind them and the man crouching is seen, but Jerry and the Russian bodyguard are not at the bar. Gracie flips Krashow and in the next close-up, Jerry is back at the bar near the crouching guy, with his gun still pointing at the Russian bodyguard, who then shoots Jerry. Then in the next shot, that Russian bodyguard is not at the bar like in the previous shot, only Ivan and another Russian are there shooting at McDonald and his men.
When Gracie is eating the ice cream at the bar, Beth asks her "Do all the women have to wear those really masculine shoes?" and you can see Gracie's spoon empty, but in the next shot it is full of ice cream.
Right before Agent Hart is revealed in her new "pretty" self, you see the three other agents waiting by the side of a car waiting for her to come out of the warehouse. When you see them from the back, Matthews is leaning against the car. Music comes on and you hear the hangar door open. From the back you see Matthews stand up, you switch to a frontal view and you see him stand up again.
When McDonald is talking about the new 'Citizen' letter that the FBI received, he puts the letter on an overhead projector, and none of the agents have a copy of it. When the shot goes back to the rest of the agents, every agent has a copy - where did they come from? (On the DVD, in the out-takes, we see part of this scene which explains how the agents get their memos, but still a mistake.)
After the Top 10 are announced in the Miss United States pageant, the Pageant Announcer says, "We'll be right back with tonight's Swimsuit Competition." But when the end of the Swimsuit Competition is shown, there are a lot more than ten semi-finalists on stage. It's not a video recap from the preliminaries being shown to the audience, because contestants in swimsuits are shown coming offstage and being hurried backstage by the choreographer.
At the swimsuit preliminaries, they show the row with Gracie in it, in the back on the left. In the wide shot right before they all step forward, they show her walk forward a bit without anyone else, and Miss Indiana turns to her right ands starts to walk off. In the close-up Gracie is in step with the rest of the row and Miss Indiana is closer to Miss Vermont.
When Sandra Bullock is practicing her walking on the stairs, she tells Michael Caine that she has no talent. As he turns around to complain to Benjamin Bratt, she is halfway on the stairs. In the next shot, she's off the staircase entirely and running after Caine.
When Stan reads out that Gracie is in the Top 5, she looks at Vic, walks to where the other girls are and the camera changes to a shot where you can see the big screen behind her when he poses. Watch Kathy. In the shot with the big screen, she's standing apart from Stan and giving Gracie a disgusted look. In the close-up of Stan and Kathy a second later, she's standing right next to him.
While Matthews, Gracie and the rest of the team plan their operation, items on the table change arrangement or position between shots, including soda cans and Clonsky's pocketed pen.
In the FBI briefing room, McDonald tells Matthews to get a team together. In the first close-up, the black folder is under the one white memo sheet. In the wide shot as he stands, there are many white papers near his folder. In the next close-up, the black folder is under the one white memo sheet again.
During the swimsuit preliminaries, there is a sequence where we see several contestants on a small stand in the foreground and the next contestant to come up to the stand in the background. Well after we see Cheryl, Miss Rhode Island on the stand, there's someone else behind her ready to come up right away because she's next in line, but instead the next contestant is Gracie.
After watching the news, Kathy is discussing Gracie's mistake regarding the gun guy, Gracie's lips are an irridescent pearly pink, but in the close-ups as Kathy is threatening Gracie, her lips are now a matte rosy pink. The close-ups were done in pick ups.
When Cheryl, Miss Rhode Island, is bringing Gracie hot chocolate, you can see the top cap on the thermos is loose, camera then zooms on Gracie, then back on Cheryl, and suddenly the top cap is fully snapped on.
In the scene in the bar when Gracie is talking 'girl talk' with Cheryl, the Rhode Island contestant, you can see Cheryl's hair hanging down over her right eye. As they switch camera angles, you can clearly see that her hair is now high up on her forehead. The camera angles repeatedly switch back and forth, with the hair differences easy to spot.
Gracie Lou enters the dressing room prior to the bathing suit competition, we see her peeking around a rack of clothing with only her head visible, with a towel wrapped around her. The agents in the surveillance room see the other contestants on the monitor, yet the flag cam, which is pinned onto the top of the sash just above the 'N' in New Jersey, is very clearly covered with the towel that she has wrapped around herself, until she walks over to the mirror.
Gracie rushes into the dressing room saying, "I overslept my beauty sleep," and Cheryl's bangs/fringe are wide and poofy having just come out of the roller. Yet in the mirror's reflection shots, Cheryl's bangs/fringe are narrow and flat and Miss Hawaii and Miss California differ in their positions too.
In the scene where Miss Rhode Island is announced by Stan Fields as the winner of Miss United States, she puts on a face of joy but in a split second shot later, she has a shocked look on her face.
In the first shot, as the Miss United States sash is being put onto Cheryl's shoulder, Gracie repeats to her, "Don't take the crown." In the next shot, the sash is being put on Cheryl again as Gracie keeps talking.
Kathy and the rest discuss Gracie's gun/cigarette man incident. In the wide shots and in the close-ups of Stan, Kathy and Gracie individually, items on the glass table, items on Kathy's desk, the easel near the pink flowers, and the short and tall lamps, change positions between these shots.
When Gracie is doing her talent show with the glasses, she sees the gun guy, runs, then dives off the stage at him. But in the replay they show on the TV in the next scene, she hits her table full of glasses when she runs and causes some to fall off even though that never actually happened.
Miss Vermont and Miss Alaska are seen in the top ten goup of finalists, but they were never called out originally as part of the top ten.
When Gracie walks down and up the stairs, she gives her weapons to Vic. Look at the handcuffs on Vic's finger. First they're around his finger, held in the palm of his hand, in the next shot they're outside his hand, in the next shot they're in his palm again, then in the next shot they're outside his hand yet again.
In the final scene when Gracie is accepting the Miss Congeniality award from Cheryl, Miss Rhode Island, there is a back shot where Gracie is shown blowing into a tissue, in the next front shot the tissue has disappeared.
When she is practising in the blue dress in the middle of the night, while she is removing her weapons etc., her long blue gown sash falls off both her shoulders and is hanging on her arm, but a second later, it is hanging on one shoulder.
When Gracie is trying to get the crown of the winner's head her Bra strap is down from her shoulder but in the next shot she takes of the crown her strap is now on her shoulder.
McDonald and his men burst into the restaurant and Gracie holds her gun out in front of her with both hands aimed at Krashow, Ivan and the rest. In the first shot her braids are in front of her shoulders, second shot behind her shoulders, next few shots in front, then yet again behind her shoulders, and then another shot with one braid in front.
In the overhead aerial shot, as last year's Miss United States walks onstage with the tiara on the pillow, the tiara is in the center of the pillow near her body. In the next close-up, the tiara is now angled and in a completely different position on the pillow. In the next shot it's in the same position as the first shot.
Victor and agent Matthews rush back stage at the pageant and are stopped by the Pageant Matron. There is a monitor next to Victor and it shows Miss Rhode Island twirling her batons without flames, and also as soon as Vic calls Matthews 'muffin', in the background we see Cheryl raising her flameless baton on stage in the background. Yet in the previous and following shots the batons have flames.
Gracie sings "You want to smooch me" to Matthews, and he takes a Milky Way candy bar and bites into it. There is a back shot of Matthews, then a front shot and then a back shot again. In the front shot the wrapper and the bite he takes differs from the previous and following back shots.
The back of the Laika Restaurant is first shown when Agent Jerry Grant confirms, "All clear" to McDonald. There's an exterior covered vent with duct tape to the left of the door, many black trash bags, boxes and trash cans. When Matthews hits the Ivan with the trash can, most of these objects are positioned differently or don't exist at all.
When Matthews and Gracie go to meet Vic for the first time in the restaurant, as we see over Matthew's shoulder Vic puts his hand on Matthew's shoulder. When the angle changes to a side view you see Vic put his hand on his shoulder again.
When Gracie is doing her water glasses performance, she sees the cowboy with a gun. In the first shot of the gun and when Matthews tells Gracie to wait until they have a visual, though the guns are long and silver in all shots, the gun's hammer and muzzle are noticeably different in these shots.
When the ladies are on the way to the breakfast and they start to sing the Miss United States song, they show a shot of the ladies seated in the back of the bus and you can clearly see the girls in red that were handing out pamphlets. When they show the shot of the bus taking off, the girls aren't behind the bus as clearly seen in the shot before.
At the ceremony William and Candace are talking about the awards show while Sandra is trying to catch the killer you see the big screen TV. Even though William and Candace are talking their lips aren't moving on the big screen TV.
At the end of the movie, when Miss Rhode Island is crowned, Gracie runs after Cheryl. When she runs, one of her dress straps is down, and when the shot changes, it is back up again.
When Gracie's being waxed, she shouts, and Victor says "Bikini wax", and immediately after that Gracie appears - pretty fast after the shout, don't you think?
When Matthews and Hart are walking on the pavement, in order to meet with Miss Morningside, Matthews' tie is red in small stripes. When they sit together in the room, his tie is grey with a few small white and black stripes.
During the orientation breakfast while sitting at the table, in the close-up Miss Hawaii asks, "Did it sound like I was finished?" and her hair is behind her shoulders. In the next wide shot her hair is in front of her shoulders. This continues back and forth for the next three shots of her.
When Gracie exits the taxi cab upon arriving at the hotel you will notice her jacket is off her shoulder so you see her purse string, the state name sash and some flesh, yet in the next shot her jacket is completely on and covering her shoulder and then in the next shot her shoulder is exposed again and then switches yet again to her shoulder being covered by her jacket.
When Gracie throws the crown, it blows up the Statue of Liberty prop. When the camera shoots back to Gracie and Cheryl, Cheryl faints into Gracie's arms and the sash falls down from her shoulder. In the next shots of the audience and the runway, Gracie falls down with Cheryl, but Cheryl's sash is up on her shoulder again.
When Kathy puts on the crown, the letters she just finished writing are a bit scattered and also her glasses are lying on the bottom sheet. Before she picks up the letters to point them out to Frank, they are in a neat stack. The glasses seem to be gone, since she isn't too careful when picking up the papers and there is no sound of the glasses falling or sliding onto the table.
Gracie as a little girl calls the boy "wimp", and you see her left plait behind her shoulder. Then, in the next shot you see it in front of her shoulder. The same thing happens with her hair tails when she is talking with Victor before she does the talent demonstration.
The paint splatters change several times between the shots of Gracie eating pizza and the ones back at the hotel.
When Miss Rhode Island is on stage doing her baton twirling (before the flames) in the front shot, you see that her hands are on the very bottom of the batons and in the next front aerial view her hands are now in the middle of the batons.
During one of the dancing sketches, the girls are carrying torches like the statue of liberty, but we see very much later in the competition that night some guy is putting the torches in their stand. Someone had to be holding the torches all through the talent competition.
When Victor is talking to Matthews and Gracie about her not having any talent, it shows Gracie in the background stuffing two doughnuts down her dress. Victor gets both of these back from her, but it never showed her hiding the third doughnut that the dog smelled. The way the scene worked, there was a shot of Gracie stuffing the two doughnuts down her dress, and then a shot of her walking up to Victor and Matthews, so there would've been no time for her to stash the third one.
When Victor and Eric are discussing that Gracie does not have a talent, Eric is drinking out of a cup. The cup is gone in the next shot.
After Gracie and Cheryl have hot cocoa, Gracie has her cup at the door but when she walks back, the cup is on the bedside table.
The amount of water in Eric's glass when meeting with Kathy and Stan for the first time.
When Eric and Gracie are fighting in the gym, near the end Eric throws Gracie on the floor she is clearly going to hit the floor on her left shoulder, yet in the next shot she hits the floor on her back.
When Gracie brings Starbucks coffee to work, Eric says, "Where is my frappuchino?" But when he picks it up, it's clearly not a frappuchino.
When Gracie is letting Miss Rhode Island out of her room after they drink the hot chocolate, she is holding the blue mug that she was drinking from. As she turns off the light and walks toward her bed, the mug is now on her nightstand.

#### Errors in geography

When Grace and Victor are leaving the restaurant in New York, a bus drives by with a huge University of Texas Longhorns banner on the back of it.

#### Miscellaneous

At 1hr 29min 54sec the view of the audience shows perhaps the first 8 or 10 rows wildly applauding. All the rows further back appear motionless as if they are the cardboard cutouts mentioned in the commentary. Pausing the film at this point reveals exactly this, as the characters are not lit in the same way as the rows in front of them. (There are no highlights, it's just flat like wallpaper.)
At 28min 7sec, Gracie Hart and Victor Melling exit the hotel for a walk down the street. Both they and a number of extras are wearing sunglasses. Whilst it may be sunny on some buildings, the street is deep into a city 'canyon' where no direct sunlight falls. It's really too dark for people to be wearing sunglasses in this street scene.

#### Incorrectly regarded as goofs

After Grace comes back from the bar she is uncharacteristically and inexplicably wearing a corsage. The corsage is left over from a deleted scene at her father's wedding.
When the FBI receive the first letter from The Citizen. The first sentence says "I write again from Misulu Montana". Whereas the correct city in Montana is "Missoula", this is purposeful misspelling as part of the code of the poem - as Hart later points out. Each word with "mis" is one of the code words and the letter immediately following is the next letter in the code. Put together, all the letters spell "united states" - hence Miss United States: Misulu, misnumbered, misinformed, mistaking, misery, miss divine... missiles, amidst, misadventures, mist, misers, misspoke. Though the rule of the code is not strictly adhered to throughout, the misspelling of Missoula is intentional and necessary to identify the code.

#### Revealing mistakes

As Ms. Morningside is trying to open a bottle of aspirin, her "assistant" Frank Tobin comes toward her, and she almost calls him by the actor's name (Steve Monroe). We hear her say, "Ste- Frank..."
When Cheryl is twirling her batons, in one of the shots just before Victor and Eric are shown trying to get to Gracie, her stunt double is obvious.
When Gracie is practicing gliding down the street, a large crowd can be seen watching the filming from the other side of the road.
In the final auditorium scenes, the rear of the crowd is obviously cardboard cutouts.
After Vic leaves and Gracie has to do her own make-up, Miss Rhode Island tells the other girls to help her. Miss Rhode Island grabs some lipstick and when she tries to put it on Gracie, the tip breaks off, but she twists it off and acts normal.
All the FBI profiles have "Grace Hart" signed on their FBI badges.
At the club, where the girls go to their table to consume yet more pizza, there are seven glasses of beer on the table, but they are not full. In fact they are all exactly the same amount of not full.
The surveillance monitors in the van outside the Russian restaurant have time code windows starting with the letters "TCR", which indicates playback of a tape, not recording. Recording time code would have the letters "TCG".
Gracie's, Victor's, and the FBI's room numbers at the hotel are the same (103).
When Gracie (Bullock) and Victor Melling (Caine) are leaving the restaurant, Victor is teaching her to walk, if you watch the people walking past them, between shots (front view and side view) you can see the same people walk by several times, in some cases in different directions. There are also people near them that smile, laugh or point at the two actors as they walk past.
Miss Missouri is seen boarding the bus first and she is a white woman, with dark short hair. Later onstage, when Miss Hawaii says, "World Peace," to her left is Miss Missouri and she is a very tall African-American woman who is seen quite a few times during the pageant with the entire Missouri sash showing prominently. The white woman is actually Miss Kentucky later at the orientation breakfast.
When Vic and Gracie are inside St. Regis Hotel's Restaurant Lespinasse, there are windows in which the view outside can be seen. The street traffic seen through the window is obviously not Manhattan and the cars are heading the wrong way down E. 55th St. The exterior of the real restaurant is seen when Vic tries to teach Gracie how to glide. The interior shots are filmed at another restaurant in Austin.
Cheryl is the second one called in the Top 5 and she stands with Miss California at the front of the stage. Stan calls Miss Nebraska and as he says, "A theatre major", Cheryl is seen in front of Gracie with the other Top 10 that haven't been called.
During the Miss United States Pageant, there are close-up shots of the audience and it is very obvious that in the balcony and back part of the audience, especially when seeing the 'men' with bow ties, they are mostly cardboard cut outs.
In the opening close-up of adult Gracie, her eyes are looking over the faux book entitled 'Essentials of Russian Grammar'. There is a camera lens through the binding of the book in the center of the letter 'o' in the word 'of'. In the next close-up and semi close-up of Gracie, the camera lens is not in the binding, it's just the title of the book. One giveaway, the diameter of the lens in the first shot is greater than the diameter of the 'o' in the subsequent shots.
The shot from inside the bus showing the grounds outside of the hotel, including people, cars, flower planters, etc. differs from the next shot outside the bus as it pulls away. Also, when Gracie and Vic stand near the taxi, when Gracie boards the bus and when she is on the bus, many of the same extras walking around outside do repetitive or even contradictory actions in these shots.
The Pageant Announcer says, "The Top 10 have been chosen and we'll be right back with tonight's Swimsuit Competition." Behind her the women can be seen live on stage and to her right they can also be seen on the live monitor. Gracie comes offstage behind her, yet on the monitor Gracie waves and heads off stage towards Kathy and Stan on the other side of the stage. The other contestants movements are also vastly different behind her and on the monitor.
Kathy Morningside sits at her desk, puts on her tiara and recalls her own pageant win. Her hair is short, reaching the collar of her jacket and her earrings the same length as her hair. When Frank walks into the room, she shows him the other fake terrorist letters and her hair is now much longer. This was obviously shot later in pickups.
Matthews and Gracie are walking and talking on the street when they get to the door and Matthews says, "Alright here we are," and in the next shot they're in Kathy's office. However, they were walking down E. 55th St. and the door they reach is for Lespinasse, St. Regis Hotel's fine dining restaurant. The exterior can also be seen when Vic tries to teach Gracie to glide outside of the restaurant. This shot should precede Gracie's meeting with Victor at Lespinasse, it's in the wrong place.
When the contestants are boarding the bus to the orientation breakfast, Miss Ohio boards and Frank says, "Oh-hi-yo." She plays Miss Arkansas for the rest of the film, and can also be seen at the orientation breakfast.
During the scene when Victor (Michael Caine) tries to teach Gracie (Sandra Bullock) how to walk gracefully, look towards the back and you can easily see people behind Manhattan's street barricades watching the filming.
At the pageant, Cheryl performs with the flaming batons and she tosses a baton into the air. Cheryl's reflection is seen on the stage floor but the baton's is not because she really tosses nothing, this particular baton is entirely CG. Also, in some shots when her reflection and the reflections of bulbs, etc, is seen on the stage floor, the reflections of the flames are not. The flames were real in some shots and digitally augmented in others.
The morning after the pageant, Matthews' voiceover says, "You gotta admit, a part of you is gonna miss this" as we see a shot of the front of the hotel. We see the contestants milling around outside wearing the same outfits and sashes as the morning of the pre-pageant orientation breakfast. Obviously this shot does not belong here at all. We then see those same women, dressed completely differently, inside surprising Gracie.
At the Russian restaurant, on the agent's surveillance monitor in the van we see the blonde Russian start to sit in the first shot. Yet in the next shot in the restaurant we now see the blonde Russian is just pulling his chair out to sit. A surveillance camera CANNOT see what has NOT even happened yet.
When Gracie throws the crown up towards the Liberty prop, it does not fly normally. It's very obvious that it's a CG crown leaving her hand and flying through the air. Especially enjoyable if it's seen frame by frame.
Gracie hugs the Russian waitress in order to have a better view of the disc hand-off appear on the monitor. As she raises her left hand that holds the book/camera lens, we see that the digital feed that appears on the monitor stays steady and level, even though she is raising the book/camera lens higher and closer to her face. Obviously the feed that we see on the monitor is not taken from the book/camera lens.
While alone with Gracie, Kathy says, "I've been fighting all my life against your type..." She then says, "Intellectuals...ugly women..." and Kathy's hair is noticeably longer at her shoulders than it was in all the previous shots. Gracie's left braid with red ribbon that sticks straight out differ between these shots too. Obviously this was shot in pickups.
When Gracie is speeding towards Starbucks in Manhattan, before she crosses the intersection to make the U-turn, an aerial view of the block in the background is seen. The parked cars are spaced with small islands in between and are parked perpendicularly to the sidewalks. These shots are very obviously not taken in Manhattan, but rather in Austin.
In the opening shootout in the kitchen, the bad guy fires off a few rounds at an officer, the last of which has a delayed reaction, the squib does not detonate til about half a second after the gun is fired.
During Cheryl's flaming baton performance, it's very apparent that it's a double doing most of the tossing and twirling.

### Spoilers

The goof items below may give away important plot points.

#### Audio/visual unsynchronised

When Stan announces that Gracie is the first runner-up he goes on to say, "Our new Miss United States is Rhode Island's Cheryl Frasier", what is heard is completely different from what he is seen saying.
At the end when Gracie is stealing the Miss United States crown from Cheryl, Cheryl is hitting Gracie with her flowers and in the audio she is saying "Get away, get away, get away", but her mouth is saying something completely different.

#### Character error

At the morning breakfast with all the pageant girls, Kathy Morningside says she has been director of the pageant for 21 years, and then later in the movie while she's being arrested, she says 25.
During Grace's Miss Congeniality acceptance speech Cheryl can be seen in the background flinching/jumping at something before trying to cover it up.

#### Continuity

In the scene where Gracie receives the Miss Congeniality award, after her speech, Miss Texas gets up onstage to congratulate Gracie, but is then shown in the crowd when the camera goes back to Victor and Eric. We can see it is her, as her nose has been broken, which Gracie had done earlier in the film.
When Cheryl is receiving her sash for Miss United States, the stage hand starts to put it over her head, and in the next shot from a different angle, does it again.
When Gracie says that she really wants world peace when accepting the "Miss Congeniality" award, the reverse shot shows her wiping her eyes with a tissue. In the next shot, though, the tissue is nowhere to be seen.
After Frank is told to repolish the Miss United States crown, he tosses the old one in a sink full of rags and opens a new one. After he tosses the old one out, it is barely visible in the bottom left corner of the sink, nowhere near where it landed in the previous shot.

#### Crew or equipment visible

When Gracie tosses Cheryl's crown towards the Statue of Liberty background, we can see a hand reach out to grab it.

#### Factual errors

When Gracie jumps the man in the audience because he has a gun showing in his waist, Kathy Morningside states "of course he has a gun. This is Texas..." Actually, carrying a handgun the way he did, where it was readily visible is considered 'open carry' and was illegal in Texas at the time of the filming (2000). The Texas legislature subsequently passed an "Open Carry" law in 2015, which went into effect January 1st, 2016.
