Private Luc Deveraux and his sadistic sergeant, Andrew Scott, got killed in Viet Nam. The army uses their bodies for a secret project - reanimating dead soldiers as deadly obedient cyborgs. However, their memories come back too.

Due to several set-backs, the production was already six days behind schedule on day 10 of the shoot in Thailand. Every time when the producers confronted him with delays, director Steven E. de Souza employed what he called 'the old John Ford trick' by tearing out a page from the script, to get back on track. However, during editing, he found out that several vital scenes were missing, and that the fight scene choreography lacked cohesion, so sets had to be re-built in Vancouver for re-shoots. See more »
When Chun-Li tries to grab the microphone from Guile after he flipped off Bison on live television, you can hear her say "what are you doing?", though her lips are not moving. The same thing happens to Guile soon after when he says "you wanted me on TV, I'm on TV now. Leave it!" See more »
[the torturer cracks his whip several times at Honda's back and Honda doesn't make a sound. Balrog starts to laugh]
You're next, yankee.
Uh, I think I want to lie down first.
[the torturer punches Balrog in the face and leaves the room]
And take a bath.
[notices Honda's wounds]
How do you keep from crying out?

Do me a favor. Next time your mind leaves, tell it to bring back a pizza.

German theatrical release was cut by some seconds for violence (especially when Bison kills the AN-soldiers at the beginning and during the final fight at the end of the movie) to get a more profitable "not under 12"-rating. The video version is rated "not under 16" and is uncut. See more »
Probably the worst movie ever based on a video game.
Movies based on video games are usually pretty bad, but few sink this low, and it's incredibly sad that this was Raul Julia's last film. The script is ludicrous and the acting mostly awful, though this may be because of some terrible miscasting. There are a few mildly funny moments, some of them intentional, but the martial arts scenes are unconvincing and not very exciting.
