Storyline

A group of office workers decide to have a party in the office building. Among other things, they want to have some drugs there. Their conversation on the subject is overheard by Joe Vickers, which is rather unfortunate for them, since Joe Vickers is a policeman. Even more unfortunate is the fact that Vickers is also an undead psychotic satanist, and instead of arresting them, he will make sure that nobody leaves the party alive... Alternate Versions

R rated version is heavily censored and runs only 80 minutes sloppily editing out all the gore and most of the nudity to avoid an NC-17 rating. The Unrated version with all sex/nudity and gore intact runs 85 minutes. This version is available in Canada from Alliance Releasing on VHS. Beware that the R rated version was also released in Canada. The uncut version states 'unrated version' on the back of the box. All known U.S. releases from Columbia/Tristar are the heavily censored R version. The U.S. dvd from Moonstone Entertainment is also the R rated version despite the 85 minute listing on the case. Scenes severely cut in order to avoid an NC-17 include:
  • The night watchman getting his eye gouged with a pencil.
  • Longer and more explicit striptease sequence with the three strippers
  • A couple having sex in a copy room. This sequence is missing in the R version and picks up later on as they are getting dressed.
  • The couple from the copy room getting impaled together on a wall. Vicker's shoves the pole through the guy with graphic shots of it protruding out his back and then into the women.
  • Larry getting shot in the head, showing the back of his head bursting open in a flood of brain and grue which splatter on wall behind him The R version cuts just as Vicker's pulls the trigger and shows Brian's reaction, as they all bolt down the hall to escape.
  • Guy on the roof as he gets shot in the head, blood pours out of his mouth as the camera lingers for a few seconds before falling down.
  • Stripper being shot in the head in the stairway is extremely gruesome. Much like Larry's death..this shows the back of her head explode in grue which splatter's a huge mess on the wall.
  • Vickers getting axed: while not extremely gruesome, the impact is left onscreen, rather than cutting from the ax swinging, then all of a sudden sticking out of his stomach in the R version.
  • Brian getting axed in the back is onscreen as he winces in pain for a few seconds as you see Vicke's enjoy his suffering,laughing . The R version abruptly cuts to Brian stumbling into the lobby with ax in back.
  • Vicker's beating at the end is much longer in the unrated version.

Psycho Cop Returns (1993)

Some guys decide to have a bachelor party at their office after hours. The strippers show up. The liquor is flowing. Everyone is having a blast but they don't realize that Officer Joe Vickers (Bobby Ray Shafer) doesn't like people who break the law.

PSYCHO COP was an extremely low-budget attempt at a slasher movie. This sequel certainly looks a lot more professional and it features a lot more nudity and some bloodier death scenes but on the whole there's really nothing overly special about it. PSYCHO COP RETURNS is a fairly silly little picture that is mildly entertaining thanks to the R-rated stuff but there's no question that neither film is all that good.

With that said, this sequel was certainly a bit better than the original because of the extra money that allowed for better special effects. The film has some pretty bloody moments throughout but the highlight are a couple gunshot wounds that allow a lot of blood to go flying. Some of the death scenes were rather lazy but for the most part they helped keep the film moving. The non-stop nudity from the strippers (one played by Julie Strain) was a plus.

PSYCHO COP RETURNS isn't the worst movie ever made but at the same time it's certainly not all that good. Once again it's Shafer who steals the film as the nutty cop.
