Repeat viewings reveal it to be weaker than it first appears

Not only that but the man chasing and the man being chased are the same. In the middle is one man who appears to control time who is marshalling the whole thing.

Director Oppenheimer openly acknowledges the huge influence the work of David Lynch has had on him and, even if he didn't, this film would expose his roots with only a casual viewing. The film makes little or no sense the first time you watch it and doesn't get much better the more you see it! Clocks do backwards and forwards, the same things happen in different places and characters appear in several guises while one man with `time on his side' appears to be over it all.

That it doesn't make sense doesn't read that it isn't enjoyable. Rather it is involving because you're trying to unravel the riddle within the time jumps and the characters. What is frustrating though is that you can't - there isn't enough substance to lead you to a conclusion. I saw an interview with the director and even he seemed at a loss. In fact he had originally planned this as an art installation and not a film - he admits that this is not what he set out to do, but he didn't get the commission for the installation.

Overall this is it's undoing. It is really good the first time simply because it appears so complex and must have meaning hidden deep down. However repeat viewings take away from it because it begins to come clear that substance came a long way down the list behind visual style and Lynchisms when it came to making it.
