- Chief Jack Mannion becomes the police chief of Washington D.C. and cleans up the nation's capitol.
- Mannion takes part in a Civil War reenactment when a Confederate participant is shot and the evidence points to murder.
- An old friend of Nancy's who is currently in witness protection, drops in to catch up on old times. It turns out that Nancy's friend is unwittingly being targeted in a plot to kill off witnesses in protection slated to testify against a mob boss. Separately, Temple is losing sleep moonlighting for a security firm to pay off his $400,000 wrongful-death judgment.
- Ella's son Ricky and a friend end up in the hospital after collapsing during a birthday party. When it's discovered they accidentally ingested drugs, Mannion goes after those responsible.
- A policeman is run over while investigating a parked car. Sergeant Brander rushes to the scene and gives mouth to mouth to the cop in an attempt to save his life. Later in hospital it's revealed that the cop is gay. Although the cop's partner claims to have tried to save him, Mannion notices that while Brander's uniform is covered in blood, the partner's uniform is clean. Mannion wonders if the partner really did try to save his colleague, or is he lying. Meanwhile, the team discover that the car was being used by members of a local college Frat house to video drugged girls while they molest them.
- An old man is killed while visiting the Korean War memorial. Jack Mannion's team discover that he was living under an assumed identity and was actually Ella Farmer's uncle, who was a suspect in a 1940s murder case. The team try to solve both cases to find the truth.
- A little girl is kidnapped, and in tracking down suspects Manion's ex-wife Sherry gets seriously wounded in a gun battle with one of the suspects. As the crisis unfolds, Manion begins to suspect that the little girl's family might not be telling their full story.
- An ex-convict is suspected of killing his girlfriend when she's found dead after falling from a third-story apartment window.
- Mannion comes to realize that he's looking for a modern-day Robin Hood when he sees a vision of the Virgin Mary.
- The estranged husband of Jack Mannion's fencing instructor, Sonya, turns up and causes a scene outside the school and Jack intervenes. Later Sonya phones Jack to say that her husband is trying to break in. By the time Jack arrives at her apartment, the husband has been killed with Sonya claiming self defence. While Jack believes her story, Detective Parras isn't so sure. In another case, Page and Debreno chase a drugs dealer and have a shootout at an ice rink. The dealer escapes and in the follow up investigation, Debreno recognises a junkie as a former classmate, Chris Gunner, from the police academy. Gunner contacts the police for the reward on the dealer and agrees to set him up for arrest.
- Deputy Chief Noland's doctors fight for his life in surgery while Manion and team continue to shake down the El Salvadoran gang to find the Deputy Chief's attacker. The trail leads to the brother of Debreno's girlfriend and eventually to the gang-leader who's running the gang from prison.
- Chief Mannion probes the apparent suicide of a congressional lobbyist who was about to break open a sexual-favors-for-votes scandal.
- The team investigates a shooting of a doctor by an angry family member who thinks their terminally ill mother died too soon. As the investigation proceeds the team uncovers what appears to be a pattern of this happening at the hospital, leading Manion to suspect that one or more doctors are performing mercy killings.

Debreno and Temple work separate cases involving two murdered women, which Brander manages to provide the key lead to solve the case. In appreciation, he is promoted to detective.
- A gang gun battle in front of a church and a rash of car thefts leads Manion and team to suspect the carjackers are part of an organized and growing El Salvadoran ring that's transporting the cars to El Salvador for sale. Using RICO statutes to begin rounding up suspects for questioning, the gang retaliates by targeting Manion's Gang Task Force commander. In a shootout, Dept. Chief Nolan is seriously wounded.
- Manion and Brander travel to Flat Lake, Iowa - Manion to fight a two-year-old excessive-noise citation from when he drove through town on his motorcycle, and Brander to break up with an old girlfriend face-to-face. The cantankerous local judge in Manion's case (Jerry Vandyke) cites Manion with contempt and puts Manion in jail for a night. While there, Manion meets Brander's girlfriend, who has been charged with murdering her new husband on their honeymoon. To get in the judge's good graces Manion agrees to help solve the case.
- A lawyer and his wife are killed in their home and the only witness is their autistic daughter. Jack Mannion calls on former F.B.I. hostage negotiator Tommy Morgan, (who is now a horse whisperer), to try and get through to the girl and discover the identity of the killer.
