Anyone who's killed up to thousands to millions of people on-screen or heavily implied in a movie, television show or video game. Anyone else who only killed just upwards to hundreds of people is excluded.

Some people vary but if it's confirmed through dialogue or other visible means then we take it with a grain of salt if there's millions blown up by a nuke, destroyed on a spaceship model or seen on a newspaper bulletin.
