This movie is not from Dominica.
It might be filmed there, but i am not 100% positive.
After a lot of research, the only close to Dominican movie i could find was ''Sargasso! : a Caribbean love story'', which does not have an IMDB page. It is filmed and set partly in the Dominican republic. The only way to get this movie that i know of, is through one of these libraries:
