Nirupama (Pooja) says to her doctor that Vish (Kamal) was introduced by Jagannath uncle (Shekhar Kapoor). As we know - both Jagannath and Vish, works for Indian Army - we understand that the plot was a plan to get into Nirupama's office and know the company's plan for 'The Dirty Bomb'.
In this risky operation, Vish did not want Nirupama to get entangled in family politics and so chose the effeminate form to stay aloof in the marriage, without complaints.

Additionally, containment and decontamination of thousands of victims, as well as decontamination of the affected area might require considerable time and expense, rendering areas partly unusable and causing economic damage.
