I have two basic rules for movies:
1) Movie plots should not be simply due to luck or happenstance.
2) Movie premises must be accepted, but everything else should fit within that premise.
I judge movies solely on if I enjoyed them. I don't care for budget, box office, stars, or effects. The only exception is that I expect something with a 100 million budget to have decent effects, so if they suck, that will count against the movie.
I generally dislike movies from before 1970. I find them far too melodramatic, with little quality outside of the main character. Not true in all cases, but most.
