- Blue Valley, Nebraska: Eight Years Ago
Jordan and his son Cameron go to Jordan's wife Christine's a room, where the rest of the family is gathered around the dying Christine's bed. Cameron gives his mother a drawing of a flower that he did, and Christine says that she loves it and weakly hugs her son. She tells him to never forget that she loves him and goes into cardiac arrest, and Cameron runs out into the hallway. Meanwhile, Jordan goes to his wife and holds her, and says that he'll make the world pay for what it's done to her. Christine tells him to continue his mission to fix the country, making it safe for Cameron, and he promises that he will. She whispers in his ear that if anyone tries to stop him, he should destroy them, then dies.
Jordan leaves the manor and screams in grief and rage. Everything around him freezes. Cameron goes to the door and watches his father,
Present Day
At the Dugan house, Courtney makes sure her Stargirl costume is in her backpack and then goes down to the kitchen. Pat reminds her and Mike that family dinner is that night and they should both be there, and Courtney tells Pat not to drive her to school because they have to find the rest of the Injustice Society. Pat points out that Brainwave could have killed both of them, and Courtney says that it's the first time since they've moved to Blue Valley that she felt like she's in the right place. Her stepfather says that there are members of the ISA there, they have to proceed carefully and make a plan. Pat says that he needs to find out if Brainwave was alone, while Courtney goes to school and act like a normal teenager. Courtney agrees but tells Pat to keep his eyes open, warning that the villains could be anyone.
At the hospital, Henry Jr. sits at his comatose father's bedside. A coffee cup moves on its own, waking up a dozing Henry Jr. Henry Jr. goes to his father and takes his hand for a moment. He turns and sees Jordan standing at the interior window for a moment before walking away.
As Jordan goes, he calls William. William is on his front porch and ignores the call when he sees who is calling him. Joey stops on the way to school and shows his father his new card trick for the high school talent show. As William teaches Joey about distraction, his wife Denise comes out and hugs her son goodbye. Once Joey leaves, William glances briefly at Jordan' name on his phone. His wife asks if everything is okay, and William produces a rose for her with sleight of hand then leaves for work.
Courtney arrives at school and finds the other students gaping at the destruction that she and Brainwave caused. She notices Justin the janitor staring at her and goes inside. Courtney goes to her locker and Joey performs a card trick for her. He produces a different card than she took, but Courtney pretends it is the card she took. The other students watching applaud, and as she goes she notices that Rick saw the whole thing but didn't say anything about Joey botching the trick.as she goes she notices that Rick saw the whole thing but didn't say anything about Joey botching the trick.
Down the hall, Courtney finds Yolanda looking at her locker with the word "Slut" written on it. When Courtney comes over and offers to help clean it off, Yolanda walks away without a word.
Pat goes to the hospital to check on Henry Sr., and confirms that he's still comatose. Bridget comes over and asks Pat if she can help him, and he claims that he's Henry Sr.'s old friend. Bridget says that Henry Sr. is the cornerstone of the hospital, and that they found him just outside the emergency exit and was wearing his lab coat when Pat asks. She excuses herself and Pat realizes that someone brought Henry Sr. to the hospital and he's not the only ISA member in Blue Valley.
William returns home and finds Jordan waiting for him. Jordan tells him that Brainwave is in a coma, and William says that Brainwave came to see him, saying that Henry Jr. was attacked by someone using Starman's Staff. Jordan wonders why William didn't call him, and William claims that he didn't see the need. His visitor asks what Brainwave told him about the new Starman, and William says that Brainwave told him it was a girl and he'd take care of her. When Jordan says William was supposed to take care of things in his absence and he was hesitant like he's always been, William points out that Brainwave has never been a team player like him and he was the one who cleaned everything up.
Unimpressed, Jordan says that William killed his master before his lesson were complete, and it shows. William keeps performing the same old show but on a different stage, and he didn't keep his promise to Jordan. Jordan tells William that true power doesn't need to be seen. He's hunted down everyone that exposed Christine to a toxin that caused her to get sick, and he did it because he made a promise to her to combat injustice for everyone's children. William says that there's nothing more important to him then Joey, and Jordan says "good" and pats him on the shoulder, and says that's the way it should be. Jordan then tells William that he's back in charge, and William says that he'll take care of Stargirl.
At the garage, Pat works on STRIPE and his phone rings. It's a teacher from Mike's school, and Pat gets him and puts him in his room without video games. Pat tells his on a story about his own father told him to make money of his own, and got him a paper route. He tells Mike that he's going to take up the family tradition, and Mike stares at him in shock.
At the American Dream, Jordan looks at a diorama of Blue Valley, introduces himself to employees, and says he promised someone to make the country a better, safer, place to raise their children. Jordan talks about how he's traveled across America and seen abandoned factories and people in need. He says that they're going to rebuild America one town at a time, and everyone applauds his sentiments.
Steven speaks up and says that they'll also continue the revitalization of downtown Blue Valley. He points out some of the new buildings on the diorama, and Barbara registers her displeasure. Jordan invites her to speak, and Barbara says that she grew up in Blue Valley and what they've done with town is amazing. However, when she was a kid, the main street had a theater where the community gathered. Steven notes that the theater has lost money for years, and Barbara tells him that it wasn't lucrative but brought the community together. Jordan agrees with her and tells Steven to find a way to make it work, and makes sure to get Barbara's name.
At the high school, Courtney is walking down the hallway and sees Cindy and her friend confronting Yolanda, by her locker, which is painted with flowers. Cindy says that Yolanda should never have dated Henry Jr. because Yolanda is a nobody and Cindy is somebody. She calls Yolanda a slut, and Courtney comes over and points out that calling someone "slut" is really damaging. Cindy dismisses Courtney's intervention and walks off with her friend, and Yolanda tells Courtney to stop getting involved. Yolanda says that Courtney is only going to make things worse for both of them and walks off.
Courtney goes to her math class and notices Cameron drawing flowers on the pages of his textbook. She figures that he painted on Yolanda's locker and says as much, and Cameron just says "maybe". Courtney introduces herself and Cameron does as well, and the teacher Mr. Levine interrupts them to remind them that they're in class and should stop talking.
In her office, Barbara rearranges the photos of her family on her desk. She finally puts them next to each other, and Jordan comes in, startling her. He looks at the photo of Barbara with Courtney and Barbara tells him who her family is. Jordan tells her that he's set up a task group to focus on the community theater and invites Barbara to come to their first meeting. Barbara accepts but says that her family is having dinner at the same time. Jordan tells her that he understands and says that the country was built on values like hers, and regrets that things have changed.
Courtney is walking home, and Cameron is drinking. When he sees her, he walks off and Courtney continues on her way. As she walks through Blue Valley Park, a cold wind springs up and snow forms on the ground in the pattern of a star, around Courtney. She runs off of it and home, and tells Pat what happened. Courtney figures that the star was a message from Icicle, and figures she and Pat should find him. Pat warns that Icicle is dangerous and the only thing that has ever hurt him is the Staff.
Mike comes in to get a bag of chips, and Pat claims that he was giving Courtney cooking tips. Pat then gives Mike some money to ride up to the store and get whatever snacks he wants, telling him that the money is an advance on the paper route. Once Mike leaves, Pat tells Courtney that they can't go after Icicle because it's a trap. The Staff floats in on its own, and Courtney says that it wants justice as well. It jumps into Courtney's hand, and Courtney says that they're going with or without Pat.
Soon, STRIPE flies to the park with Stargirl on top of him. The ice is gone and as they land Stargirl figures that it melted. She dismounts from STRIPE as Icicle shoots ice, freezing STRIPE in place. He warns Stargirl that he can't move and the controls are frozen, and Stargirl runs off into the woods looking for Icicle.
Barbara returns home for the family dinner. Mike is sitting at the kitchen table, playing a video game.
Stargirl continues through the woods and the Staff warns her so that she can parry an ice blast from Icicle. The deflected shot hits a nearby lake, freezing it. The Staff is partially frozen, and Icicle approaches Stargirl. As he prepares to kill her, STRIPE fires his rocket-powered fist into the villain, knocking him onto a nearby bridge.
A school bus with the students from the talent show comes down the highway. Joey and Beth are inside, and Joey says that he feels like his magic is getting stronger.
Stargirl returns to STIRIPE, and Pat tells her that he'll have the robot working again in 15 seconds.
Icicle recovers and freezes the bridge. The school bus comes to the bridge and skids out of control on the ice, and it goes halfway off the side. Joey slides to the back exit, and STRIPE flies over and catches the bus as it falls the rest of the way over the side. Stargirl fires a blast of light from the Staff, blinding the students so they don't see STRIPE.
STRIPE gets the bus back up on the bridge, and then flies back to Stargirl while the students get out the emergency exit. Pat tells Stargirl that what they did was a mistake and they need to go. Meanwhile, Icicle generates a blast of cold air to lure Joey out from the bridge. A truck drive is coming along, and hits Joey as Stargirl and Pat can only watch.
That night, Denisse is trying to call Joey. She hears a news report about the school bus, and William enters the house. Denise realizes that their son is dead and breaks into tears, and William hugs her. He then goes upstairs and gets his wand, and leaves without telling Denise where he's going.
At the garage, Courtney is contemplating Joey's death, and how Joey was the first kid at school who was nice to her. She vows to find Icicle and Pat says that he wants to show her something. He flies her in STRIPE to the old JSA headquarters. There are posters of the members on the wall of the meeting room, and Pat tells Courtney where they are. Pat talks about how the JSA members all had abilities and tools, and used them to protect the world against villains like Icicle. He says that the members were his friends, and his family. Dr. Mid-Nite's owl Hooty is sitting on its stand, and when they came there the owl would always fly to Dr. Mid-Nite. Pat figures that Hooty doesn't know that Dr. Mid-Nite is dead, and has been waiting for the hero for years.
Pat tells Cortney that none of the JSA are coming back, because the ISA killed them all. He says that he and Courtney don't stand a chance, and Courtney suggests that they get a new Dr. Mid-Nite or Hourman. Pat says that no one can take their place, and Courtney points out that he said the same thing about Starman and then the Staff picked her. Her stepfather warns that even with years of experience, the JSA couldn't defeat the ISA.
Courtney figures that the heroes' relics should be in the hands of possible heroes rather than collecting dust, and Pat warns that everything in the room is dangerous, as is the life of a superhero. Joey died, and that's why Courtney can't go on fighting the ISA. Courtney says that they have to because Joey died. She figures that it's their destiny, and Pat says that Starman told him the same thing the night he died, and tells Courtney that they're leaving and that there's no more Stargirl and STRIPE until he says so.
William pounds on the front door of the Mahkent manor until Jordan answers. Jordan says that he's sorry for Joey's death. The villain demands to know if Joey's death was an accident and advances on Jordan with his wand. Jordan freezes him and says that he wishes William understood that what he did was for Joey. He lowers the frozen William to the floor, and Jordan's parents Solus and Lily come into the room. Jordan says that it's too bad they had to see what happened, and an unsurprised Lily says that they'll clean it up. Solus tells Jordan that he has work to do, and Jordan agrees and walks off.
The next day, funerals are held for William and Joey. William's death is covered up as a heart attack, and Denise sits at home listening to a news report about how the theater will be renamed the Zarick Theater.
Barbara meets with the focus group, and Jordan welcomes her.
Pat has dinner with Courtney and Mike. Pat refuses to discuss why Barbara isn't there.
Cameron returns to the manor and says he was at a memorial for Joey. He and Jordan hug, and once Cameron leaves, Jordan's parents tells him that what he's doing will keep Cameron safe. They assure Jordan that Project: New America will keep everyone safe.
Courtney looks at the playing card Joey used in his trick. She then goes to the JSA HQ and takes the artifacts that belonged to Dr. Mid-Nite, Wildcat, Hourman, and Green Lantern. The Staff hovers before her, and Courtney tells it that they're going to do some recruiting.
