The scene in which Santa steals the Christmas Snow from everyone's homes is a reference to "How the Grinch Stole Christmas!" The instrumental that plays is a parody of "You're a Mean One, Mr. Grinch" from the movie.
Randy goes around trying to legalize cocaine for medicinal use; it technically already is. Cocaine is a schedule II controlled substance, in the same category as opioids and amphetamines, meaning it can be dispensed with a doctor's prescription. Although medical use of cocaine isn't common it is sometime used to treat nose bleeds in people with severe clotting disorders, it is also used in nasal surgery to numb the area and control bleeding. Cocaine has strong effects as a local anesthetic, anesthetics such as Novocain and lidocaine are actually derived from cocaine.
