The pastor and policeman end up fighting a housing committee that wants to tear down the trailer park. When the alcoholic was young, he and his brother had been drinking. His brother was driving them home, when they accidentally ran over a teen aged high school girl. Soon after the brother driving the vehicle that struck the teen aged girl, was purposely inhaling gas fumes which lead to his early death. The girls grandfather is spearheading the housing committee that is working to condemn the trailer park. The pastor speaks at a public meeting of the housing committee. Several towns people join him and praise the work that by the time of the committee meeting is well under way. A local hardware store owner donates building supplies for the project. The committee tells the pastor that he will need building permits for the work already done. After hearing the testimonies of several towns people and combined with the alcoholic apologizing to the girls grandfather, and letting her grandfather know that he has been plagued his whole life with regret from what happened. The grandfather admits his reasoning behind condemning the trailer park and other actions in his life, stems from his anger from when his grand daughter was killed. The neighborhood bands together to help restore the trailer park. The grandfather allows the improvements and in the end joins in on it himself.
