Smoak (Jason Antoon) and Meers are obvious stand-ins for Penn & Teller, a pair of magicians that made their career by showing how magic tricks work. There's even the diminutive mute in both duos. The name of the duo in the show, Smoak and Meers, is even a play on words not just about how magic is often referred to, but also for a canceled Sega CD game called Penn and Teller's Smoke and Mirrors which featured the titular pair in a series of games that parodied video games.
Steph (Debs Howard), going overboard English, says "Ello governor. Mind the gap." In the London underground (subway system) a prerecorded "Mind the gap" reminds folks of the dangerous gap between the edge of the platform and the door of the subway car.
At 13:06 Blaine says to Liv "Help me Zombie Wan-Kenobi" as he makes the same gesture as Princess Leia's hologram did in the first Star Wars film.
