- A petty officer's murder provides clues to a 40 year unsolved airport bombing which Gibbs and DiNozzo have been reexamining recently.
- The team investigates the death of a Naval Petty Officer. Apparently he tried to pick up a prostitute, who was also killed. When they check out him out, they discover his whole identity was false. McGee decides to check his car which is from the DOD motor pool, and find out who got it. The name he gets is a little strange but when Gibbs and DiNozzo hear it, they drop what they're doing and go to MTAC. McGee and Bishop are shut out. When they come out, they tell McGee and Bishop that the name is the code name of an op that Gibbs and DiNozzo are a part that tries to find the one responsible for a bombing that took place in 1979 that killed over a 100 people. Aparently the Petty Officer is with Intelligence and it seems he was about obtain proof that the man they suspect is the one they've been looking for.—rcs0411@yahoo.com
- A prostitute gets into a car with a man who appears to be a john, but then it becomes clear that she knows him and is expecting him to protect her and her family. He's reassuring her she's safe when they're both shot to death is a hail of bullets.
Later on the scene, Tony shows up despite his plans to fly to Atlantic City with buddies at 2 p.m.
The man's ID says petty officer 2nd class Daniel Harvey, but they can't find any record of him. Back at the office, they ID the woman as Lolita Cortez, a Colombian native who returned from a two day trip there last night.
Gibbs dismisses Tony, but as he's leaving Gibbs reports that the male victim's car was requisitioned for an operative called Lex Talionis. Tony stops in his tracks and he and Gibbs wordlessly head for MTAC with Vance, locking out McGee and Bishop.
Inside they talk to Vice Admiral Dawn Tyson at the Pentagon, who says she doesn't know of any recent activity on the operation.
Later, they loop in McGee and Bishop. The op relates back to an unsolved bombing at Metropolitan International Airport in 1979. Two years ago NCIS agents in Colombia recovered a bomb with DNA matching the airport bombing. Gibbs was put in charge because of his Colombia experience. The subject is Tomas Orlando, a 62-year-old drug kingpin. They've been trying to get a DNA sample from him for months.
Down in the garage, Abby is miffed she wasn't used to run the DNA. But she found fingerprints belonging to a pimp named Eddie Rosario in the victim's car.
Back in MTAC, Gibbs talks to Tyson and Olivia Edmunds, the Ambassador to Colombia. The victim was Louis Freston, an intelligence specialist. Lolita's relatives in Colombia knew where Orlando got his hair cut. Freston filed a report saying Olivia had the hair sample sewn into the lining of her purse. They have cell phone footage of a witness that shows Rosario reaching into the car and stealing the purse.
Meanwhile, they think they have an opportunity to take out Orlando, but have to confirm his DNA first.
Duckie reports to Gibbs that Lolita has a scratched off tattoo on her behind from her pimp. Ellie tracked the tattoo parlor where it was done.
Tony and McGee head to the tattoo parlor and McGee is grumpy about not being read into the op sooner. They find Rosario in the parlor and bring the DNA sample back to Abby.
They conference with Seal Team Commander Joe Hankos, leader of the team ready to kill Orlando. His father was killed in the airport attack.
Gibbs talks to Rosario in interrogation. He denies knowing anything about Orlando and only taking her purse because she was working his turf.
Abby interrupts with the news that Orlando's DNA matches the bombing.
Everyone heads to MTAC to watch the SEAL operation, but Orlando is nowhere to be found.
Hankos says the compound was cleaned out in a hurry and they're on Orlando's trail. They found an encrypted laptop and Gibbs suggests McGee and Abby head to an aircraft carrier halfway to Colombia to help crack it.
But first Abby reports finding Orlando's niece, a Dr. Susanna Soto who lives in Baltimore. She was born in the States and her parents were killed when she was seven. She has no obvious connections to Colombia. Gibbs sends Tony and Ellie into Soto's walk-in parenting class. Except when they get there, it turns out to be a couples intimacy class. Ellie tries to excuse herself to mirror Soto's computer, but Soto insists she sit down and hold Tony's hands and stare into his eyes.
Abby and McGee arrive on the aircraft carrier, where a petty officer John Goode says he's already cracked it. He recognizes Abby from when she dated someone he knew 11 years ago -- when McGee and Abby were dating. Abby is busted but McGee assures her it's no big deal.
Tony and Ellie return to MTAC with Soto's files. They worry about sorting through them to find Orlando. But then Orlando shows up at NCIS seeking asylum.
In interrogation, Orlando claims to be a freedom fighter who only sells drugs to support his cause. He says he had nothing to do with the airport attack and is being set up. He says Lolita's family came to him for protection after she was killed and he realized he was he was being framed. He gives them a hair sample.
With Abby on the carrier, Duckie and Palmer test it.
Back in MTAC, Gibbs and Vance report to the ambassador that Orlando's DNA doesn't match the airport bomb.
From the ship, Abby joins the conference call to report that a key stroke logger shows someone was monitoring Orlando's laptop for week: Ambassador Edmunds. She bails on the call.
The military police catch her and bring her to NCIS where she asks Gibbs to make a deal. She says she was threatened into cooperating.
Cut to news reports about a drone strike on a compound belonging to Armand Luna, another drug lord in Colombia. His DNA was linked to the bombing.
