The bully gang scenes are a spoof of The Warriors (1979)
The old lady getting on the bully bus counts in Romanian (unu, doi).
Dr. Hibbert's father is clearly meant to be a caricature of Fred Sanford (Redd Foxx) from 1970s TV show Sanford & Son. Despite his voicing and obvious dress, we get two actual Sanford & Son terms used in this episode by "Grandpa" Hibbert.
Calling his son "dummy" and asking for his "ripple" (which if you watched Sanford & Son, you'd KNOW is Fred Sanford's liquor of choice...cheap & easy to mix - usually with OTHER liquors!)

The mascot bullies are called The Baseball Furries (because they were dressed up as mascots). In The Warriors, the sports gang were called the Baseball Furies.
The title is a reference to "The Winter of Discontent".
