At the Marine Corps Base, Quantico, Virginia, a Navy petty officer third-class, Lowry, chases and attacks a man who has followed him; Lowry, a cook, asks to speak with someone at NCIS about "national security"; Gibbs and McGee respond; McGee finds a GPS tracking device on the sailor's car. A supposed independent lawyer from the Office of the Inspector General of the DoD shows up in Vance's office, allegedly to wrap up the inquiry into the death of Ilna; he accompanies Tony and McGee on a stakeout related to Lowry's personal gear. Abby finds a surprise, which Lowry does not recognize or remember, but Gibbs and Lowry learn about a program involving Lowry; a three-alarm fire damages the warehouse containing the offices of the program. Gibbs finds a corporal on UA. The members of the gang agree that the IG's lawyer is on a witch hunt of some sort; later he, with a goon squad of grim-faced feds, confronts Gibbs, accusing him of federal crimes. Bad To Go After Gibbs and Team!

As Colin Hanks character is going to have the audience think he is such an arrogant know it all making a name for himself and a buck. But Hanks seems to be doing his job and that even though the audience will want to be sympathetic towards Team Gibbs.

But they have been breaking a lot of rules lately. As the Homeland Security from previous episode warned them to back off a case. But the NCIS team did not want to be told no, in particular Gibbs. And now they are paying for it.

As the season 10 episode finale will have Gibbs racing to clear his name. Along with the team's! As Gibbs will have to do lots of clearing and how their doing things their own way, despite working 99% of the time. But 1% is going to be the one that is looked upon over the 99%. May cost them big time.

May not break up the team but there will be some conditions and keeping the team under a much tighter leash. But one thing is for certain...never, ever go after Team Gibbs! EVER!
