With so many quality police dramas out there, it's no wonder this show only lasted 5 seasons. Not to say that it's bad; I rather enjoy it when it's actually focused on the police work, but I think I figured out why in this episode. I feel S&B would've fared better if it was the Gill & Janet show instead (Gill is simply excellent). Since that wasn't to be, the parts covering Rachael is akin to the reason some watch car races; for the crashes!
Notice how every other major character feels the need to remind us that Rachael is good at her job practically every other episode? Yeah, I'm still not convinced. On top of that, her personal life is one stupid decision after another. Sure, other characters make mistakes too, but Rachael gets a pass because she's not a dude. It makes her tough to root for, and not very relatable... and yes, it's possible for a man to relate to a woman.
The end of this episode takes the award for contrived drama, and has a serious of incredibly dumb moves even for Rachael. I'm seriously thinking of quitting the show after this season, which is too bad considering how good the police procedures are done.
