It is definitely a very loose retelling of the Fright Night story. It replaces Jerry Dandridge as female professor named "Gerri Dandridge" and moves locale to Europe. Despite being labelled as "2" it is not a sequel at all. It has nothing to do with either the remake or the original one. It is a remake/reboot/retelling.

*It's more of a remake of the 80s version that the 2011 version.

The US DVD and Blu-ray are both visibly marketed as "Unrated" but they also have a censored MPAA R version (for bloody violence, sexuality/nudity and language) on board. This cut is also the version that is distributed as Digital Download and omits some of the nudity and violence but fortunately, there's still plenty of both left. A detailed comparison between both versions with pictures can be found here.
