A man is killed in a borrowed sports car belonging to a wealthy business man. The murder weapon leads the team to a pawn shop where Gibbs finds a Medal of Honor belonging to his namesake, a man who used to be his father's best friend.

Petty Officer Third Class Colin Boxer is fatally shot while driving a Ferrari borrowed from self-made Calcutta-born billionaire Vijay Chaya. His fiancée Kim recently bought the murder weapon and gave it to her brother Krist Taylor, a frat party animal like his brilliant roommate Alec Dell. During the investigation, Gibbs comes across one of the first Congressional medals of Honor awarded to colored soldiers, sold by his father Jackson's former, now 'unmentionable' best friend Leroy Jethro Moore, after whom he was named before their total break-up. Agent McGee, when talking about why Corporal Leroy Jethro Moore received his Medal of Honor from President Clinton - 40 years after the war, says that "No African-American was awarded the Medal of Honor until Congress passed legislation in 1996 to correct the injustice." There were African-American recipients prior to 1996, including SP5 Lawrence Joel, who was both the first medic to earn the honor during the Vietnam Conflict and the first living African-American recipient since the Spanish-American War (1898). Then SP6 received his Medal of Honor from President Johnson in 1967 during a ceremony on the White House Lawn. William Carney was the first African-American recipient.
