It is stated that prior to the outbreak, the virus was unstable and underwent several rounds of mutations before its genome stabilized, making the virus extremely virulent, and that was the reason they needed the primordial strain of the virus (before it mutated) to make a vaccine.
The whole idea that, in order to make an efficient vaccine, they'd need the primordial strain of the virus is nonsensical by itself. Making a vaccine with a strain that is NOT the one that's infecting people would be totally useless. Moreover, since the final version of the virus has stopped mutating, a vaccine developed using the virus isolated from any infected patients is most likely to have been efficient and fairly easy to do despite its dangerous nature, and it would've been done simultaneously in several countries.
