- Elderly toy maker Ernest Manby is murdered and robbed,his tongue cut out and the local vigilance group arrest fourteen year old street urchin Thomas Gower,who is found with Mr Manby's money box. The boy is sentenced to hang,having said nothing to defend himself,but Reid is aware that Gower was part of a street gang of boys whose leader ordered the killing. Thomas agrees to talk to Reid but the gang goes after him,killing the lawyer who tried to protect him. Thomas takes refuge at Deborah Goren's orphanage,from where he was taken to work the streets,and is joined by Reid and Drake. - After 14 year-old Thomas Gower is convicted of the murder of Ernest Manby and sentenced to death, the boy's lawyer, Mr, Steele, asks Insp. Reid to look into the gangs that were really behind the killing. Thomas had refused to speak at his trial but had been caught red-handed with Manby's money box. An examination of the dead man reveals that his tongue had been cut out leasing Reid to conclude that this was far more than a simple robbery. Thomas was a member of a gang run by money-lender Carmichael. As Reid tries to help young Thomas, who is scheduled to hang in just a few days, he realizes that Manby's death was bought and paid for.
