Storyline

Popular Mayor Gavin Channing dies while surfing, but although coroner Woody shares Shawn's murder suspicion, the chief refuses to ruffle political feathers and has it called an accident. Shawn suspects a political motive tied to a major real estate project, focusing on the interim mayor and forces an election by standing s candidate, only to find his alibi solid, so the focus shifts to the merry widow, her and the mayor's adulterous lovers and a governor campaign fund.
