A brief shot of the office of Councilman Pilner (Bradley Whitford) shows that he has what appears to be a framed napkin with the words "Pilner for Pawnee" written on it. This is a reference to Bradley Whitford's former show The West Wing, in which Jed Bartlett was first inspired to run for President when his friend presented him with a napkin on which he had written "Bartlett for America".
