Jim finds his favorite taco truck cook Tony Acosta, an ex-Navy Seal, dead in his food truck, fatally shot around dawn. He was on bad terms with some colleagues, all of whom were targeted by the boardwalk restaurants, whose cause to banish the trucks was championed by city councilman Greg Dousett, a known police supporter, who posed as Iraq marines veteran at a monument unveiling. United States District and Circuit Courts only have jurisdiction over federal crimes, and the homicide in question would be a state crime; the warrant would have been issued by a Florida state circuit court.
