"Crash and Burn" confronts the terrible possibility that either the President of the US or a member of his administration is responsible for the murder of resigned White House aide, Amanda Tanner. She had been taken away and injected by something lethal from her apartment. She's missing but former CIA operative (and now part of Olivia's team), Huck (Guillermo Diaz) is asked by his boss to "find Amanda's body" and in so doing he will have to resort to the violence that once accompanied his former job, torturing a former associate into telling him where their dead client is located. Another case is also being investigated by Olivia's team…who is responsible for a plane crash that killed a Senator. The President's "Dream Act" (an immigration bill) could very well be able to pass if he can convince the very conservative religious Vice President to support it. When confronted by Olivia about killing Amanda, Pres Fitz is adamant that he had nothing to do with it, while Cyrus doesn't deny when asked by him if he might have been behind it. Cyrus, over the course of a few episodes, has proved to be quite a monster, willing to go to great lengths to preserve the integrity of Fitz' administration. But he realizes that Olivia wasn't responsible for the blackmail and shares this with Fitz. So someone else is in the shadows tormenting the administration. The subplot case about the plane, while it does get time in the episode, seems like filler to fill the gaps while the Tanner death and how the administration fits into it certainly garners far more importance…and why wouldn't it? When Fitz feels rattled by the plane crash, Cyrus sees it as an opportunity to beef up his boss' credibility and public standing! The whole crisis team is shaken by Amanda's demise and as her body is raised from the water, Olivia is told by Assistant DA, David Rosen, that despite the official cause of death labeled as suicide, he felt her case should be investigated…we have seen Olivia and David duke it out over clients of hers, but it is refreshing to see them allied to find a possible killer of Amanda. A BIG detail regarding Amanda's pregnancy is revealed and Fitz may very well have been right about not being the father. Determined to see Olivia, the Pres insists on leaving the White House and his Secret Service must "negotiate" with him on how to do this!
