It appears to just be a scrap of film
Most early silent films have disappeared and will never be seen again due to the volatility of the nitrate film stock and indifference, at the time, about what to do with the movies after they've been shown. In addition, most films around 1901 were very, very short (1-2 minutes) and had little in the way of effects and story. So, you really have to adjust your expectations accordingly and realize that the films STILL have significant cultural and historical value.
"The Death of Poor Joe" is a film that MIGHT be from a longer film or set of films about the Dickens story "Bleak House". It consists of a street sweeper in the winter succumbing to the elements....and not much more. The background, like other films of the day, is obviously painted and there's a bit of fake snow tossed in to the story. Not much more to it....and very difficult to rate.
