English screenwriter and music video and documentary director Julien Temple's ninth documentary feature which he wrote and produced, is inspired by his wish to portray the city in question in full character and without judgment. It premiered in the UK, was screened in the Documentaries section at the 37th Toronto International Film Festival in 2012, was shot on locations in England and is a UK production which was produced by producers Amanda Temple and Stephen Malit. It tells the story about a specific place on earth which was once called Londinium, once known as the British Empire and once ruled by a person and queen named Alexandrina Victoria (1819-1901) who was Empress of India.

Distinctly and subtly directed by English filmmaker Julien Temple, this finely paced documentary which is narrated by multiple narrators and from multiple viewpoints, draws a real, historic and unadorned portrayal of a metropolitan. While notable for its versatile and atmospheric milieu depictions and reverent cinematography by cinematographer Stephen Organ, this narrative-driven story about the history of a city, its linguistic diversity and its unprecedented history of immigration which was made eighteen years after English songwriters David Gilmour and Polly Samson wrote the words: "Dragged by the force of some inner tide…" and "The endless river--Forever and ever." depicts a cultural study of character and contains interviews with citizens and Londoners from all walks of life and nationalities and a great and timely score by composer JC Carroll.

This humorous and coherent time travel which is set in the 19th, 20th and 21st century and where many feel like being a part of the human race, is impelled and reinforced by its cogent narrative structure, rhythmic continuity, abrupt film editing, masterful use of music and archival and newsreel footage, scenes of English suffragettes, comment by an English citizen: "… of a dual identity. You have to be one or the other. That sense of not really belonging anywhere…" by a narrator: "And, if this weren't so appalling, I think it would be one of the most wonderful sights I've ever seen." and lyrics: "No you won't fool…" A cinematically informative documentary feature.
