Fin is interviewing a suspect named Shane, who claims that he has "...a constitutional right to life, liberty and the pursuit of happiness."

Those words do not appear in the US Constitution. They are from the Declaration of Independence, which is not part of US law. The Declaration is a statement of principles and grievances justifying the separation from England, but it has no legal standing in the United States' legal canon. Assuming that the Declaration is part of the legal code is a mistake that many Americans make.
