- A US Marine sergeant dies in an explosion during a demonstration (related to the signing of a treaty) at the US embassy in the fictional nation of Belgravia (on the Balkan Peninsula in southeastern Europe); the sergeant saves the foreign minister of defense and countless others from injury; the US Secretary of State moves the signing to Washington, DC. The NCIS receives a charge to provide protective security to the minister's daughter, who's a doctoral student in Washington; she tells McGee and Ziva to "shove it"; her father convinces her otherwise. However, two disguised people kidnap her; the FBI investigates; the gang hold a campfire and take action, then they learn more, then they find even more. - Tony sits in the back of an ambulance, with a scratch on his head. Vance shows up, angry as hell. Tony and McGee are soaking wet. A car is crashed nearby. He tells Ziva it's an FBI crime scene now. "If this isn't rectified in 48 hours, I want DiNozzo and McGee's badges on my desk," he tells Gibbs .
Three Days Earlier In "Belgravia," a crowd awaits the Belgravia defense minister, Andor Gorgorva, who is meeting with the US Secretary of State about a proposed treaty. A man listens to a news report about the meeting and assembles a suicide bomber's vest. Another man prepares him for his mission.
After the meeting, the suicide bomber waits in the crowd as the defense minister comes out. A man in uniform spies the bomber and thinks he looks suspicious. He yells at him to stop. The man runs, then turns. He detonates his bomb, but not near anyone but the guard.
In the office, McGee and Ziva come to get Tony for the blood drive. He tries to think of a reason to get out of it.
Gibbs and Vance talk to Deputy Director Donna Wolfson in MTAC. The Belgravian authorities and state department think a local dissident group is behind the marine guard's death. NCIS will provide security to the defense minister's 24-year-old daughter Adriana Gorgova, a graduate student at John Hamilton University in DC.
Tony tries to talk her up to McGee.
Ziva and McGee go to find her. A woman walks out. She looks nothing like her nerdified picture. She's not happy to have a protective detail. A slacker dude named Judd says hi to her. She shoes him off and then tells Ziva and McGee that very few people know who her dad is and she wants to keep it that way.
Back at NCIS, her reads her the riot act, saying she has to accept NCIS's help. She intends to keep her regular schedule, including bikini wax.
Gibbs talks to someone in Belgravia in MTAC, trying to follow up on the marine guard's death. Vance tells Gibbs to back off and stick to protection detail.
In Adriana's apartment, she freaks out when her computer crashes. McGee gives it a look and fixes it. Tony and Gibbs come to take over. When McGee leaves, she calls him "Timmy" and checks that he'll be back in the morning.
Duckie comes to work with Palmer and finds a body on his slab -- it's Gibbs catching a nap. Duckie is awaiting info on Jennings, the guard. He was embalmed. Gibbs wants info on the bomb to ID the bomber.
Ziva and McGee follow Adriana to visit with her Prof Flemming. She assures them he's harmless, but they come in. It's the man who suited up the suicide bomber.
Ziva texts Ray. She asks McGee how much longer he thinks their team will be together. He thinks he might want to lead his own team someday.
Adriana's friend Judd comes by to wait outside the professor's office. He says he does odd jobs at a machine shop in exchange for a place to live.
Abby comes by to harangue Tony about not giving blood yet. He finally admits that ever since he was in the hospital, he's been afraid of needles.
At Adriana's apartment, Ziva asks about her dad. Adriana doesn't agree with his politics. Ziva can relate to a dad who's first love is his country.
Adriana changes for her run. Tony's all suited up to go with her. Adriana asks if McGee is seeing anyone.
In the lab, Duckie and Palmer pluck a gazillion pieces of shrapnel out of Jennings and send them to Abby.
On their run, Adriana flirts with McGee.
Back at her apartment, Adriana sends Tony for food. She goes to get in the shower then yells to McGee for help. He comes to find a bulb is out. She kisses him, but he says he can't. He gets a stepladder to change the light while she goes for bulbs in the kitchen. When there's a knock at the door, she answers before he can stop her.
Two masked men with guns take her away. McGee calls Tony and they get in a car to follow. But they have to swerve to avoid a bicyclist and end up crashed into a fire hydrant. They lose her.
Cut to Vance chewing out Gibbs, threatening to take badges. The kidnappers have called Gorgova, demanding he not sign the treaty. The signing ceremony has been put on hold.
McGee tells Gibbs he takes responsibility and offers to resign. Gibbs asks if he broke protocol and when McGee says he didn't, Gibbs says they're all part of a team.
Back at NCIS, Abby does a Chinese good luck chant for Tony and McGee. Gibbs has no doubt that Vance could make them retire.
Abby has reports on the bomb. The tiny pieces match the bomb signature of another US bomb maker, Joe Don Wynn. He was nabbed by ATF two weeks ago.
Back from their FBI interviews, McGee and Tony are running on two nights without sleep. Gibbs wonders aloud if the FBI might have missed anything in Adriana's apartment.
Tony, McGee and Ziva go check it out. Tony just happens to have a leftover FBI crime scene sign to get through.
Gibbs meets with Joe Don Wynn, the bomber. After some threatening, Wynn says an American approached him. He tracked him down, he's a professor at John Hamilton named Flemming.
Inside Adriana's apartment, McGee finds something was stuck in the electrical plug to trip the breaker. Tony says he changed in there before the run and the lights were working. Adriana was the only other one in there. McGee wonders how should would have tipped off her kidnappers.
Tony cites the gun in the toilet in "The Godfather" and finds a cell phone in hers.
Back at NCIS, they find Flemming was in Belgravia recently. They think the kidnapping is a hoax. They track the toilet cell phone to a warehouse. They find a car with a John Hamilton faculty parking sticker. They find one of the kidnapper's masks inside. And a dead prof. Flemming in the trunk.
Gibbs reports the Embassy just received a ransom demand for $10 million.
Vance and Gibbs report to Wolfson and Gorgova in MTAC. He can believe his daughter would be involved with her kidnapping over politics, but she had a trust fund with plenty of money. Gibbs explains it may have started that way, but changed.
Wolfson chides Vance to make his agents stay out of it after their "screw up."
When the conference is over, Gibbs asks why Vance assumes they screwed up. He says if Adriana was in on it, no one could have prevented it.
In the lab, Abby finds a text on Adriana's phone from a minute before she was kidnapped. It said "NOW." It's registered to Judd.
Cut to Adriana bound and gagged at Judd's place. He's offering her food when flash bangs fly in the window. The team busts in. Judd runs, but they catch him.
Adriana says she just wanted to stop her father from signing the treaty. She didn't know Flemming was behind the assassination attempt.
Back at NCIS, the defense treaty has been signed. Adriana is going home with her dad, free because of diplomatic immunity.
Abby brings the Red Cross nurse up Tony. She's super hot, so he's willing to give it a shot.
From above, Gibbs gets the stink eye from Vance.
