Bhindi Bazaar is the crime infested area of Mumbai. People are born into poverty in Bhindi Bazaar and work all their life to get out of it.
Revolving around a crime syndicate who are in the business of pickpocket, the film starts with a game of chess between two characters 'Shroff' (Kay Kay Menon) and Tabrez / 'Tezz' (Gautam Sharma). Each move unfolds their story and eventually the motive of their meeting. The story unravels the quest of a small-time pickpocket 'Fateh' (Prashant Narayanan) next in line to be a Mamu (local area-head).
Tezz was born is Bhindi Bazaar and learned chess from his father. Fateh works for the current Mamu (Pavan Malhotra) and is creating his own gang. Fateh recruits Tezz as his 2nd in command. Fateh & Tezz become friends and fellow pick pockets. His opponent is Shankar Pandey (Piyush Mishra) who runs a rival gang in another area of Mumbai. Mamu had cut Shankar's fingers years ago when he found that Shankar was stealing from him. Fateh and Tezz grow up and Fateh aspires to succeed Mamu to head the business. Fateh and Tezz work with a gang who works in a very coordinated manner to steal wallets all over Mumbai.
Bano (Deepti Naval) is Mamu's wife & has a soft spot for Tezz. Kanjari (Shilpa Shukla), a gang member, has feelings for Fateh, while Tezz meets Simran (Shweta Verma) on a bus (after he steals her purse) & falls in love with her. Tezz returns the purse to Simran and has done this for the first time in his career. Tezz and Simran don't know each other's name But Fateh has eyes on Mamu's niece Shabana (Vedita Pratap Singh). Shabana easily seduces Fateh, and they meet secretly, but Kanjari sees them and is angry at Shabana.
Mamu is approached by a pharmaceutical company who wanted to use Fateh and Tezz to spread a flu virus in Mumbai and increase the sales of their antidote. The company head says that he has a large stock of the antidote and if the flu does not spread, the entire stock will go to waste. The head says that if Mamu refuses, he can always go to Shankar for help. Mamu refuses the deal.
One of Fateh's men ventures in Shankar's territory and is beaten up badly. Fateh wants to retaliate, but Mamu says that it was their mistake. Fateh finds that Shankar's men are roaming in Mamu's territory and wants to attack. Tezz stops him as Simran was standing across the street and he did not want her to see him as a ruffian. Fateh is livid, but Tezz defends his decision saying that Shankar's men had come prepared for a fight, and they had rushed into their trap. Instead, Tezz advocates killing Shankar's men by stealth and they even succeed in killing one person by pushing him in front of a local train.
Mamu is having sex Shabana & even though Bano knows, she can't do anything. Due to the upcoming elections, the police want Mamu to lave town for 15 days (as there are orders to arrest him till the elections are over). Mamu decides to leave Bano and takes Shabana with him. Then one day, while Mamu is having sex with Shabana, Fateh attacks in secret alliance with Shankar & his gang & kills Mamu & makes it look like a heart attack. Fateh becomes the next Mamu. He immediately makes a formal alliance with Shankar & also starts having sex with Shabana.
Tezz continue to run into Simran but does not have the courage to properly introduce himself.
Tezz finds out that Fateh was involved in killing Mamu. Now Fateh is in a partnership with Shankar to spread a flu virus in the city, on behalf of a pharmaceutical company that has the only antidote. Tezz notices this at cinema theatre when he finds Fateh's men pricking people with micro-needles to spread the flu. Fateh tells Tezz that even the people they pick-pocketed had saved the money for fees, medical bills or some other priority. So, in their business they do not worry about the consequences of their actions and only focus on getting out of poverty.
Shankar wants to fleece Fateh out of his share & Fateh responds with a gang war with both gangs suffering losses. Shankar invites Fateh for parley, but then tries to buy off Tezz to kill Fateh at the meeting. But Tezz is loyal to Fateh & uses narcotics officer Shroff to stage an encounter & remove Shankar & his gang. Tezz is livid with Fateh for making an alliance with Shankar.
When Shabana tries to take over the house & ship Bano out, Bano slashes Shabana's wrist & kills her & blames it saying that she committed suicide as she loved Shankar. Kanjari helped her as she wanted Shabana out of the way. With everyone out of the way, Tezz traps Fateh & gets him killed.
Now in the chess game with Shroff, Tezz reveals that the narcotics officer was supporting Tezz because his 6-year-old girl was killed by the flu that Fateh and Shankar were spreading. Shankar was working for Shroff. As Shroff senses his defeat, he appoints Tezz Mamu for both territories (Shankar & Fateh).
He then tries to kill Tezz in an accident, but Tezz survives & is in an hospital. Simran is a nurse at the same hospital & hears that a man named Tezz has been admitted. She knows that a man named Tezz was responsible was stealing her brother's purse which had his exam hall card. That wasted his whole year & made him commit suicide. Simran poisons Tezz's IV (without seeing his face), before realizing its the man she loves, but never knew his name. Tezz dies.
